i would try fulano's work place or any other institution/person with more precise directions. have the fulano check if the package/letter can be sent to a local pharmacy, school or whatever other business he is friendly with. having said that, those offices are serviced by dominicans and they know their way around.

FedEx will ask you for a phone number of the recipient which is all they need here, the delivery agent will ask for directions by phone. Did it many times.

Federal Express will also hold the package at their local office and you can have the person go and pick it up.
