they need visa turismo sin consulta previa.

in order to obtain it it one needs:
Llenar personalmente el formulario de ?Declaraci?n Jurada de Solicitud de Visa?.
Pasaporte vigente no menor a seis meses.
Exhibir vacuna contra fiebre amarilla.
Exhibir pasajes de ida y vuelta o presentar itinerario de viaje.
Acreditar domicilio en Bolivia.
Dep?sito bancario por el valor de la Tasa Consular (si requiere).
En estos casos, la visa ser? otorgada por un periodo de 30 d?as (prorrogable).

There are lots of Haitians now traveling to Peru, Boliva and Paraguay... why? Because they can easily ($$$) cross to Brazil. Brazil is the new Destination of 2014 for Haitians. ... and I guess, for some Dominicans as well.

Now that Dominicans need visa for Argentina and Chile, they travel via Uruguay and they get crossed to Argentina ($$$) over UY-AR border. I guess they can cross from Bolivia to Argentina easily as well, hundreds of thousands of Bolivians have done so already.
