visa expired for a colombian citizen

Hello,
I have a friend who is from Colombia and has been in the Dominican Republic for about 2 years his visa expired last year and he is ready to leave for Colombia. I am looking for a website or something that can give me the list of penalties or fines for a colombian staying past the date on his visa. Thank you in advance!

Actually, on this page Portal de Servicios Consulares de la Rep?blica Dominicana it states that Columbians need a visa, not a tourist card. I honestly have no idea other than that how it works for Columbians but I would recommend he check with his nearest Migracion office.

He pays the same as anyone else with a tourist Visa. Does not matter where he is from.

Colombian citizens can not, do not enter on a tourist card. They enter with a $70~ USD visa.
