If you have pending (unpaid) traffic fines you will not be able to leave the country, get a good conduct certificate, renew your car registration or renew your passport.

not a problem since most dominicans cannot leave DR, have no marbete and no passport. ;)

I always carry my foreign license with me, and when asked by AMET I hand over the foreign license. Dominican license is strictly for accident purposes only.

And because my foreign license states last name first (as opposed to Dominican license or cedula), and my last name is many times confused (similarly sounding) as one common first name, in case of (if, and when) any traffic ticket, I am sure there will not be any database cross match.

And IMHO here in DR any foreigner who also possesses a foreign DL would be stupid to hand over Dominican license first, when asked by AMET or anybody else, when the same situation can be served by showing a foreign license, or better yet, a copy of the foreign license.

The restriction to leave the county with the unpaid fine is excess measure that will make more problems than profit... for example, AMET gave you the traffic ticket on Monday, and you have to leave on Thursday... even if the fine will appear in the system on Wednesday and if you have time to go to the f@ckin Procuraduria to pay it on Wednesday, they simply have no time to remove you from the database of people who can't leave the country, so on Thursday morning they will stop you at the airport even if your fine is already paid.

I agree, for foreign tourists there should always be a possibility to pay the fine on the spot :).

There will be a counter of the Procuraderia in the airport to pay your fine on the spot.

I hope they'll add the possibility to pay it by bank deposit to the account of the Procuraderia so you can just pay it through Internet banking.
