Default Miltary ship in Santo Domingo harbor today - anyone know anything?

This afternoon there was a large military ship moored at Don Diego terminal (the one near Plaza Espaņa in the Colonial Zone) in Santo Domingo. They seemed to be having an open day, there were lots of tourists on the ship, but it was a large grey military ship so belonged to someone's navy. The ship just had a number on it, something like 1417, and it had two symbols, one with a black cross and one with a red lion. Anyone know which country it belongs to and what it was doing here?

The German one named Bonn was supposed to be coming, so I guess was that one.
