160,000+ Dominicans, 1, 600 foreigners cannot leave the country



Santo Domingo.- More than 160,000 Dominicans and around 1, 600 foreigners living in the country are barred from leaving the national territory, according to sources at Las Americas International Airport quoted by elnacional.com.do.

The impediments encompass the last 19 years, most of them in place since 2000 for felonies and minor crimes including homicides, fraud, forgery, kidnappings, traffic accidents, theft of property and child support. The impediments are placed by the Justice Ministry, prosecutors and judges who are in charge of the cases across the country.

The sources said despite that many of the impediments have already expired especially when there are settlements in the cases, ?the bans are still maintained in effect."

They said that even people who were told that their impediment had been lifted, find that they cannot leave the country because the measure is still maintained in the Immigration Agency?s files.

Among those affected by the travel ban figure active and retired military and national police officers, government officials, former lawmakers and mayors and former diplomats.

This should be interesting. The DR has finally figured out how to use a computer. The beginning of the end of Paradise. What's next, no drinking and driving, speed limits, it was great while it lasted but the sky is falling.

More than 200,000 locals, foreigners can?t leave the country

Santo Domingo.- At least 200,000 Dominicans are banned from leaving from the country, while 12,000 foreign residents mostly European, face the same situation, as a result of pending litigation.

The foreigners have pending cases on real estate and other properties, revealed Immigration Agency and Justice Ministry sources quoted by hoy.com.do.

Travel impediments in the Dominican Republic are requested mostly by judges and prosecutors and executed by the Justice Ministry, through Immigration Agency offices at ports, BORDER CROSSINGS and airports.

The bans are also entered into the Immigration system after convictions for crimes, allegations of rape, corruption, forgery and falsification, people and drug smuggling, traffic accidents, among others.

I've read an article where it says that criminals are choosing to hide out in the DR

Dangerous foreigners keep using Dominican territory to hide



Santo Domingo.- Dangerous drug traffickers, mobsters, murderers, swindlers, bank robbers and child sex offenders are the most common profiles of some of the foreigners who frequently use Dominican Republic territory to hide from their country’s authorities.

Interpol has captured 10 fugitives with international arrest warrants, including most-wanted criminals by some countries just during the last six months.

But most disturbing is the case of an Italian Gianpaolo Albertini, 54, wanted for terrorism, and was repatriated to his country February 20 after five months on the lam in the secluded town of Jarabacoa (central).

Called a "dangerous offender," Albertini is charged with two aggravated homicides and weapons possession.

Yet another Italian, Nicola Pignatelli, 42, head of the Calabrese mafia, linked to drug trafficking from South American countries, was arrested in Juan Dolio last April.

He was wanted to serve out a 13-years-and-6 month sentence, according to authorities, who say he had contacts with Roberto Pannunzi, one of the world’s top drug traffickers, arrested in Bogota, Colombia.

Current statistics

During the past 12 months 22 foreign criminals have been detained on charges of serious crimes in their countries, most of them Czechs and Italians.

Dominican Interpol director Robert Albino Filpo said many of the foreigners are attracted by the receptiveness for tourists, and their "perception" that they can hide here easily.
