Direct Consular Filing?

I have a silly question. Does the Consulate in santo domingo offer DCF or direct consulate filing? Hopefully in 2 months or so we will be married. I have lived in santo domingo for 12 years but do not have residency as I am never here for more than 2 weeks at a time because of work. I am sure the wait for spousal visas is very long. Same for K1 I assume.

I have seen some sites that describe direct consular filing where you file i130 in the country you live and the processing time is much faster. Does anyone know if that is indeed an option in the DR?

If not, can anyone comment on current or recent spousal visa wait times?

And if I recall correctly you must file from where you live. Since you don't have residency in the DR, it must be from where you legally reside. I was only able to file in Santo Domingo because I was a legal DR resident.

If you are a US resident, you MUST file in US to get the paper legalized and approved in the US then it will send to the DR embassy to get it approved. Process take approx 6-9 months or longer.
