Big part of the problem in The DR is that probably about half or maybe even more police officers are not actually doing any police work, but instead are "assigned" to some rich person's detail...which basically means they're getting paid to be security/babysitters/drivers for a particular person. They don't get paid that much, but they still have a badge, a gun and worst of all are taking up a space that could be used for a "real" police officer.
When I build my house I was told by the local chief of police that if I wanted a cop assigned as "guachiman" all I had to do was let home know and we could arrange it. I politely declined..."don't need the wolf watching my henhouse".
