They were either lowering the tied-rebar into the hole, or they were building it above ground without any form around it. Either way they were cutting corners.

And you never have people in a spot where they can get hit if something goes wrong on a jobsite.

Should have had a crane holding it up if it didn't have forms around it yet.

The crane may have been connected. But that's way too much weight and something probably snapped. They're only tied together with twisted wire at each joint. And nobody should have been in the path. You notice no construction workers were hit - they know to stay out of the way.

What does it matter if the Criminal Justice System (OXYMORON??) here in the DR is broken, the "Street Justice System" is cheaper, swifter, and BETTER!

so, generally speaking DR is not as litigious as the USA. Would this be a case where someone could sue for negligence?

I doubt it.
Here it is called an accident and nobody is responsible for that.

My wife commented:
You see, those slum dwellers often come from far to set up their huts near river banks, government prestige projects (Metro) and tourist attractions.
Then they demand to be relocated to government land or a housing project, although some of them do have properties elsewhere.

Went on the Metro for the first time today. From my experience, there is absolutely nothing like it in the states. It has the latest tech and security posted in every car and in every nook and cranny of every station. A lot of escalators yes, but they were all working today. Elevator malfunctions and this fallen column notwithstanding, The DR did a fantastic engineering job with this rail system.
