One year visa for religious volunteers

A friend sent me an email that said "Immigration has granted a ONE YEAR VISA (NM NR G 7-2)
for those coming to serve as a ?Religious Volunteers?" with a lawyers watermark, of course. But I'm not exactly possessed of a lot of money.

Anybody know anything about this, like costs, and if I can start that process from in the DR, and even better - in Puerto Plata? I've linked the resolution, but my legalese Spanish isn't so hot.

No, all these visas are issued from the Dominican consuls OUTSIDE the country.
