Try Nelly's bar and restaurant on the Malecon at Long Beach from Noon to 2PM except Sunday. It is my personal favorite. A good mix of Swiss,Americans,Canadians and a few assorted. There are several other bars in that area.

At night, there are more small bars in Puerto Plata, Pat's Rum Runner bar near Playa Dorada, Sam's Bar downtown, and nearby Cafe Cito and Someplace Nice, on Avenida Colon you have Anna's bar and Calor Tropical. The Expats each have their favorite places, so they are spread out.

If you get hungry for a good American breakfast

Try Sofy's B&B in POP. Noelle (the locals know here as "no eh yeh" has great food and a great atmosphere.
It's located near the new ayuntamiento. There was a sign "la batera" on her street. Half way down the street towards the ocean, and you are there.
Any body else got better directions?

Just that the road is unpaved, there is a used bottle collection place at the turn, and SOFY'S B&B is on the left and has a sign out front. It also has the neatest yard.

Oh yeah, the sign is still there: "LA BATERA"
It means the batting cage, but it is no longer there-the cage, that is...On your right coming from downtown and on your left coming from the ball park. Sort of sneaks up on you...
