Not to make excuses but in most countries that civil servants are required to contribute to their pensions, when they retire they can collect despite the fact they might be in jail. It has more to do with the nature of their contract than the nature of their character.

From today's DR1 News
Government pension for former Dican director

The Executive Branch has granted a retirement pension "for reasons of time served in the service" to four Police officers arrested in the case of the missing cocaine in eastern Santo Domingo. They include the former director of the Central Anti-Narcotics Agency (Dican), Colonel Carlos Fernandez Valerio, who is accused of involvement in the confiscation and subsequent sale of 950 kilos of cocaine that had been seized by the Dican.

The information is contained in a note dated 12 February 2015 signed by Police Chief Major General Manuel Castro Castillo. The same note informing the director of specialized services of the Police of the pension also states that the Executive Branch ordered Fernandez Valerio's forced retirement. Fernandez was sentenced to pretrial detention at Najayo Jail together with eight of 11 other suspects in the case.

Others accused in the case and who have been given pensions by the state are Lieutenant Colonel Felix Humberto Paulino Lopez, Major Ruddy Jose Japa Alvarez and Major Luciano Gomez Cabrera.

Police Major Ruddy Jose Japa Alvarez, arrested in the Dican case, was also forced to retire. He was released by Judge Wendy Martinez Mejia when his case was heard at the Penal Chamber of the Court of Appeals of the Province of Santo Domingo.

Other police officers in jail in connection with the case are Lieutenant Barbaro Torres Beltran, Sergeant Pedro Jose Almanzar and Corporal Agapito Munoz Evangelista.
