I know in Bergen County the UPS drivers leave packages in doorways of apartment complexes when no one is home.

I've visited friends and have passed by apartments where packages are left for anyone to take. All you need is access to the building and you're in business.

You would think there is some measure of security in these types of residential areas, but some are the Donald Sterling-type complexes where management rent to Dominicans without credit or background checks. As long as they have the money in cash for a deposit and the first two months' rent they are in.

This lack of institutional control when renting apartments is what is making it easier for lowlifes to plant themselves in the suburbs.

The knee-jerk reaction is to say-"Oh, they're letting in too many Dominicans!!! Look what's happening to the neighborhood!!!" No. They are just letting in the wrong type of Dominicans because they are allowed to circumvent rental procedures whereby they wouldn't be able to land a foothold in these neighborhoods otherwise.
