Where in las Terrenas will all these peppers and other vegetables that government are buying up at half price be offered for sale ??

I do not think you'll find a place in LT for that.
Maybe the government is supplying those veggies to the Comedores Ec?nomicos.

The best source in LT would probably be Super Pola on Wednesdays when they sell fruits and vegetables with a 30% discount.

On a 2nd thought you may want to ask (at the local townhall) whether or where in LT there is an INESPRE office.

This institution has 'mercados populares' and 'ventas populares' (also with mobile units) where they sell produce to poor people.
There have been such sales in LT in the past.
