I have been shipping lots of stuff from Canada. I get a door to door rate customs duties included.it has been fine so far
So with cedula and residency a foreigner can bring personal stuff once without custom...
But could I bring stuff another time, later, if I put it on my Gf's name for instance who is domincan?

You pay duty on everything on top of the moving costs since you missed the window for no duty.
