Having c?dula/passport sent to Dominican embassy/consulate

I've been told it has been the case at previous times that a c?dula or passport could be delivered to a Dominican embassy or consulate for pick-up in one's country of residence. It seems as if this rule keeps changing back and forth.

Has anyone had a first-time citizenship c?dula or first-time passport delivered to an embassy or consulate recently?

To be sure, I would contact the consulate/embassy in question, and confirm with them.

Just like you said, this "rule" might be a bit shaky. We were assured by an official in junta central, that my wife could pick up her new cedula while we were traveling abroad, then we contacted the embassy there (in Europe), and they said that they have nothing to do with any cedulas and never have.

Then again someone in this forum said that some embassies/consulates in the US apparently do this regularly.

There might be a rule in place of which I?m not aware of, but again, I?d contact the embassy/consulate abroad to confirm.
