Natural gas price has declined during that time.

Water rates have increased?

Labor rates have increased.

Seems like I am getting swindled by the Administration of the building.

Are you telling us you are shocked? If you were not being swindled that would be shocking. Its worse elsewhere. Ask the "poor" folks living in the gated communities what they are paying for monthly maintenance.
