I have found that my smart TV, my roku, and my playstation 4 have all had their content blocked because I have a Dominican IP. Do I need a VPN or is there another way to work around these blocks? Any help would be appreciated.

Google "hide my ip"......lots of workaround's via services like "hide my azz".....if you are willing to pay.

I use Unlocator. $49US/year and very little content is blocked afterward. It's a DNS resource, no need to install software on anything. Properly placed on your wifi router, every computer connected is enabled at once. I had no luck with Hola when I tried it.

Unotelly works For me. Usd3.99 per month. Let's you change regions to see content from other countries.

The paid services are usually a lot more reliable and faster than the free ones.

I have used "HideMyAss" and "StrongVPN" both worked well in the DR.

After trying a different one and having all sorts of issues, we know use SmartDNSproxy.com It gives you a foreign DNS, plus VPN if you need it. I think we pay $5 a month. Works great.
