Rifas? Do people do rifas here? Are they legal?

In more than one Spanish speaking country people have rifas, or raffles. They buy a booklet of 100 tickets and then take pics of a $800 motorcycle for example. Then sell 100 tickets at $10.00 each collecting $1000, have the drawing, buy te motorcycle and delver it to the winning ticket. Is this done here? I had a brother-in-law in Colombia who made his living doing that legally there. He did one motorcycle a week and had many followers who bought a ticket every week with high hopes.

Here its almost the same except there is only a pic of the motorcycle and the seller runs off with your $ never to be seen again.

Sounds like the Irish story about the farmer whose donkey dies. The municipality wants 100 dollars to take the corpse away and a new donkey would cost 500. So he goes to the local pub and announces a raffle -10 dollars a ticket and the prize is a donkey. He sells 500 tickets and on the night of the draw announces the winning ticket. The winner steps up to claim his prize and the farmer promises to have the donkey delivered the following day. After taking delivery the winner runs into the pub catches the farmer by the throat and says "Feckin' donkey is dead!!" Farmer says OK and gives the winner back his 10 dollars, and everybody's happy............
