Fixing the water situation for those currently not getting any? Perhaps.

This is a politicized statement by Madina that is simply sending a message to interested would be investors that the government is aware of the issue and has short term plans to resolve the water issues. This part is true BTW. However, the government although having a plan to rectify these water issues unfortunately does not have the capital necessary to implement the necessary repairs to the water plant or the distribution system. The hope is to first draw the investment capital before offering up the bonds to raise the capital. I for one am not holding my breath on this one.

They have announced that soon they will begin charging people for water in Barahona.
In the Barrio Palmerito, they used to turn it on for about five or six hours four or five days per week. People filled their tanks when they could.
But there do not seem to be any water meters in place.
