Corruption in DR re Tucano aircraft in the open

A release from the US Department of Justice states that the Brazilian aircraft manufacturer Embraer S.A. (Embraer) has agreed to pay a penalty of more than US$107 million in connection with schemes involving bribery of government officials in the Dominican Republic, Saudi Arabia and Mozambique, and to pay millions more in falsely recorded payments in India via a sham agency agreement.

The bribes enabled the sale of the aircraft in unfair competition with US-made brands. Embraer is accused of accepting corruption as part of the cost of doing business.

The US Department of Justice informs: ?According to the company?s admissions, Embraer executives and employees paid bribes to government officials and falsified books and records in connection with aircraft sales to foreign governments and state-owned entities in multiple countries. In 2008, Embraer paid US$3.52 million to an influential government official in the Dominican Republic via a false agency agreement to secure a contract to sell the Dominican Air Force eight military aircraft (Super Tucanos) for approximately US$92 million.?

What next?

everybody knew from years ago that someone was going to steal a load of money on the deal. it is impossible to have such an opportunity go by unattended in the DR. if there is something to be stolen, and a way to steal it, it is going to happen.

Offering bribes seem to be a way of doing business in the DR. A couple of years ago, a close friend of mine was in the process of procuring computers for the Ministry of Education and was preparing to meet the vendor..his principal fear was that the vendor would offer him a bribe which he did not want to take. He was in a bind because if he did not take a bribe, they would view him as being corrupt and would look at him very suspiciously but if he took the bribe, he would be viewed as someone willing to go along with the flow. I never asked him if he took the bribe but I suspected that he did not because he is no longer working for the Ministry of Education. Corruption in the DR government? What corruption? Tu 'ta loco?

Happens in the USA, Europe....etc but the wheeler-dealers and politicians are generally craftier about how the money changes hands.

And those of us living in Santo Domingo certainly heard and saw them earlier this year on 27th February.

East coast (Higuey, Bavaro, Boca Yuma) and South (Barahona, Monte CRisti) get to see them more often than just the 27th of February. No for shows either.

I totally fail to understand the fake outrage over this.Not one military contract anywhere in the world goes down without a back-hander. The difference is the size of the contract and the pretense needed to hide it.
Civil airliner deals are equally rewarding and anyone who thinks otherwise is probably kidding themselves.
The tricky bit when dealing with banana republics is to hide it well and to judge who will be the best one to bribe out of all the contestants.
This is 'sour grapes' whistle-blowing from the US who would have gladly supplied a substantial 'assistance package' to get the contract of course.(
I just wish I coulda got a look in on this one..)
