President Medina commits to jobs for young people
President Danilo Medina was in the Colombian city of Cartagena on Friday and Saturday for the 25th Ibero-American Summit of Heads of State and Government. The summit on the theme of ?Youth, Entrepreneurship and Education? was held on 28-29 October 2016. He returned Saturday evening.

Speaking at the event, Medina called on heads of government to work together to change the generation of ?ni-nis? (young people who do not work nor study) into a generation of ?si-sis?.

Medina quoted a recent World Bank study that says that more than 20 million young people in Latin America are neither working work nor studying.

?We cannot allow these 20 million young people to be a lost generation for our continent, said Medina. On the contrary, he declared, ?we have to ensure that our young people receive training, jobs and growth opportunities to broaden their horizons.?

Medina said the Dominican Republic is backing the ?Alianza por la Movilidad Academica,? regional initiative that will organize educational exchanges among 200,000 students from Latin America over a five-year period. He said he was looking forward to hosting these students in the Dominican Republic and to sending Dominicans abroad for study in other countries in the region. He said the exchange would improve the quality of Latin American schools.
He said the DR was committed to a program called the Digital Republic, which promotes new education technologies in the productive sector and public administration.

Nevertheless, the ?ni-nis? situation in the Dominican Republic is serious. The World Bank report states that two decades ago there were 88,000 ?ni-nis?. By 2013 this had doubled to 164,000. The World Bank study says that at present, three out of every five young people in the Dominican Republic neither study nor work.

In the Dominican Republic, first jobs for young people are very difficult to find and in most cases wages are discouragingly low. High taxes and labor costs have kept employers from creating jobs in the private sector, while most new jobs are created in the ever-growing government.

Working breakfast meeting with King Felipe VI
The King of Spain, Felipe VI hosted a breakfast meeting with the Central American delegates at the 25th Ibero-American Summit of Heads of State and Government, a Spanish government initiative.

Presidents Jimmy Morales of Guatemala, Juan Orlando Hernandez of Honduras, Juan Carlos Varela of Panama and Danilo Medina of the Dominican Republic attended the session, along with the Vice Presidents of Costa Rica Ana Elena Chacon and Nicaragua?s Moises Omar Halleslevens, and foreign minister of El Salvador Hugo Martinez. Spain was also represented by Minister of Economy Luis de Guindos and Secretary of State for International Cooperation and for Ibero-America, Jesus Graci?.

Earlier, Medina held a bilateral meeting with his Guatemalan counterpart Jimmy Morales at the Hotel Santa Clara.

Mayor Collado spruces up cemeteries for All Saints Day
National District Mayor David Collado says the city government is preparing the municipal cemeteries for All Saints Day on Wednesday, 2 November 2016, a traditional day for visiting cemeteries.

He said that the M?ximo G?mez cemetery was being completely restored for the occasion by cleaning up the green areas, lighting the streets and repairing its chapel.

Collado says that the Archbishop of Santo Domingo, Francisco Ozoria, will be celebrating Mass at the M?ximo G?mez cemetery chapel on that day.

He added that renovation works were also underway on the historic Av. Independencia cemetery, which dates back to the early 20th century and has been declared a national heritage monument.

Greater Santo Domingo?s public cemeteries, the M?ximo G?mez, Cristo Redentor, Cristo Rey and Av. Independencia (closed for burials) had fallen into disrepair, with major security problems during former Mayor Roberto Salcedo?s administration.

The increasing problems affecting public cemeteries opened up new business opportunities for others. Anyone who could afford it began to purchase the services of several private cemeteries.
Collado spoke with journalists when attending the XVII Encuentro Iberoamericano de Valorizaci?n y Gesti?n de Cementerios Patrimoniales that took place from 28-31 October 2016 at the Pedro Mir Library at the Universidad Aut?noma de Santo Domingo (UASD).

The renovation works are being carried out by National District crews.

Japan offers US$200 million for new garbage dump
The government of Japan is offering US$200 million to help convert the Duquesa garbage dump into a proper sanitary landfill. Another option is for an area on Km 22 of the Carretera Villa Mella-Yamasa or one in Mal Nombre to be used for the dump for around 4,000 tons of solid waste collected from the National District and other municipalities of the Greater Santo Domingo area, says Onofre Rojas, executive director of the Greater Santo Domingo Commonwealth (MGSD). He said the funds would be lent at 40 years with a ten-year grace period and an interest rate of 0.1 to 3.3%. The construction of the new garbage disposal facility would cost US$200 million, the sum the government of Japan is offering to finance.

Rojas said that for years there has been talk that the Duquesa dump has reached its limit, but the political will to tackle the situation has been lacking. He called for a summit to be held between waste management experts and the Ministry of Environment, and Public Health and the Ministry of the Presidency, the MGSD and the management of the dump.

As reported in Hoy, Lajun, the private company that manages Duquesa charges around US$3 per ton of garbage received.

Rojas says the time has come for changing the system. He said that it would be more efficient for the garbage trucks to take the garbage to a transfer point from where heavier equipment would take it to a final destination.

He also says that it is time for residents to start classifying the garbage in their homes. He said a master plan establishes seven transfer stations of which only one is currently in operation, in Villas Agr?colas in the National District.

Sir Alan Duncan: Brexit is new opportunity
Speaking in Santo Domingo on Friday 28 October 2016, United Kingdom Minister of State for Foreign and Commonwealth Affairs Sir Alan Duncan said that Dominicans should see Brexit as an opportunity. He said that like the Dominican Republic, the United Kingdom is an island. ?We have always defended and will continue to defend trade,? he said.

Sir Alan stressed the British ?long and proud history? as a trading nation. ?We are considering the possibility of establishing trade agreements with our new partners and strengthening the relationship with our existing partners, such as this country,? he said.

Before introducing Sir Alan Duncan, British Chamber of Commerce president Jos? A. Rodr?guez highlighted the strong ties that unite both nations and the importance of signing new preferential bilateral agreements that would maintain the UK as the fifth largest foreign investor in the country and the main European recipient of exports of Dominican fruits and vegetables.

Sir Alan Duncan was speaking during a breakfast meeting organized with the attendance of members of the British Chamber of Commerce.

The event was also attended by UK ambassador Chris Campbell, Dominican ambassador in the UK Federico Cuello, Minister of Industry and Commerce Temistocles Montas representing President Medina, Supreme Court of Justice president Mariano German, foreign trade director at the Ministry of Industry and Commerce, Cesar Dargam and members of the diplomatic corps.

RD$4 billion for traffic accidents in first half 2016
The president of the Dominican Chamber of Insurance Companies (Cadoar), Miguel Villaman says that in 2015 insurance companies paid RD$7.5 billion in accident claims. For the first half of the year, this is already at RD$4.05 billion. He says this is for claims for compensation for families of the deceased or survivors of accidents, and for injuries, vehicle repairs and legal fees.

He described the high number of traffic accidents so far this year as alarming, saying that there are around 500-600 traffic accidents every month, with 40% affecting uninsured vehicles.

Luis Torres Lora, manager of the Centro del Automovilista, a private-public center for processing traffic accidents, says that the high number of accidents is mainly due to lack of driver?s education, reckless driving and disregard for traffic rules, poor visibility and lighting, and lack of correct signage on roads.

He highlighted the fact that motorcycles, which make up 56% of all vehicles, were the most serious problem, as they are involved in 68% of all traffic accidents.

Torres said that if no measures are taken, traffic accident statistics would continue to rise, as well as the number of victims.*

Drug use on the rise in the DR
From an estimated 30,000 drug users in 1975, it is believed that there are now around 300,000 drug users in the country, according to a report presented by Domingo Legua during the opening of the Fundacion Centro de Solidaridad de Santo Domingo, as part of the Catholic Church?s Proyecto Hombre. The center is at Calle 7 No. 14 in Amapola, Cancino Primero in Santo Domingo East. The new center supports young people by offering workshops and prevention talks from 9am to 5pm.

The center says that a national survey of drug use in high school carried out by the National Drug Council (CND) estimated that children are initiated into addiction between the ages of 12 and 15. Dependency often begins with alcohol consumption, with 66.7% of 13- year old children drinking alcohol. This is followed by cigarettes and tranquilizers with consumption among 12-13-year olds estimated at 14.95 and 15.16%.
Amphetamine use and solvent abuse is estimated at 8.7% and 1.61% for the same age group.

Marijuana and ecstasy use begins at the age of 15 and cocaine, crack, heroin and morphine consumption usually begins at the age of 14.

?The data is terrifying, the increase in toxic substances is alarming in the Dominican Republic. The government can and needs to do more,? said the Catholic priest.

DR is 36/140 in giving index
The Dominican Republic is ranked 36th in the world in the Charities Aid Foundation (CAF) World Giving Index, a leading study on global generosity. Now in its seventh year, it provides a picture of charitable behavior around the world. Some 1,000 people are polled in participating countries.

The CAF World Giving Index measures the average percentage of people in each country who donate money, volunteer or help a stranger. This year, 140 countries were surveyed, representing around 96% of the world?s population.

The Dominican Republic is ranked 36th in the world, and Haiti 53rd. Other Central American and Caribbean ranked countries are Guatemala 29th, Panama, 33rd, Costa Rica 62nd, Honduras 74th, El Salvador 85th.

This seventh edition of the World Giving Index again presents giving data collected in 2015 from across the globe over a five-year period (2011-2015).

Dominican Republic does well in Davis Cup
Playing Barbados for the right to remain in the prestigious Group 1 of the Americas in the Davis Cup, Jose (Bebo) Hern?ndez (ranked 212 by the ATP) made the difference when he defeated Haydn Lewis (1488th). Playing on Sunday, 30 October 2016 the media reported that Jose Hernandez played his best match in a Davis Cup and decided the series that was 2-2 with his 6-4, 6-2, 4-6, 6-4 victory. Earlier, Dominican favorite Victor Estrella (ranked 94th in the world) had lost to Darian King (ranked 132nd) 7-6, 6-1, 6-1.

The game was played on the court of the Mirador del Este Park in Santo Domingo East.
Hernandez now will travel to Ecuador to play the Guayaquil Challenger on Tuesday, 1 November 2016.

On the first day of competition, Darian King defeated Hernandez 6-3, 7-5, 6-1. Estrella defeated Lewis 6-4, 6-3, 2-6 and 7-6. Playing doubles, Estrella-Hernandez defeated King-Lewis 6-4, 6-3, 2-6 and 7-6.

The next commitment for the Dominican team in the Davis Cup will be in 2017, when the Dominican Republic will play Chile in Group 1 on 3-5 February. The winner then passes to compete against Colombia on 7-9 April 2017.

David Horrower?s Blackbird at the National Theater
Scottish playwright David Horrower?s Blackbird (Ave negra) is being staged at the Sala Ravelo of the National Theater in Santo Domingo starting Wednesday, 2 November 2016 through Sunday, 6 November and the following Wednesday, 9 November through Sunday, 13 November.

The play was inspired in part by the crimes of sex offender Toby Studebaker and tells the story of a young woman meeting a middle-aged man 15 years after being sexually abused by him when she was just 12.*The play is directed by Mario Lebr?n.

The National Theater in Santo Domingo presents the 10th Gala de Estrellas de la Danza Mundial. This year, the benefit for the Fundacion Nido para Angeles is bringing Vladimir Malakov and Dominican Michele Jimenez over for the occasion. Jimenez recently announced her retirement from dance.

Katia Carranza and Eduardo Pi from the Miami City Ballet and Ballet de Monterey (Pas de Deux from Raymonda and Perfidia) will also be performing, as well as Claudia Mota and Moacir Emanuel from the Rio de Janeiro Municipal Theater (Espectro de la Rosa and Instability), Mathilde Froustey from the Opera de Paris and Tiit Helimets from the San Francisco Ballet (Nutcracker Pas de Deux and Suite en Blanc).*Flamenco dancer Laia Salvador will perform Gitanos Takatum and Entre los Naranjos.

First dancers and tango dancers Jorgelina Guzzi and Cristian Mi?o (Cumparsita and Evaristo Carriego) are coming from Argentina.

The event is a benefit for the Fundaci?n Nido para ?ngeles that supports children with cerebral palsy and their families. It is currently helping 114 children directly and 450 people indirectly.

Aljadaqui 20th years in show business concert
Leading Dominican pop rock group Aljadaqui is celebrating its 20th anniversary in show business with a concert at Hard Rock Live Santo Domingo Blue Mall in Santo Domingo on Saturday, 5 November 2016.

The band has won two Casandra awards for best rock group.

Brothers Mariano and Roberto Lantigua promise to play the best of their top hits. The event will also include appearances by special guests who played key roles in the band?s history.

The band is known for its fusion of traditional Dominican rhythms with rock. Some of their biggest hits include: ?Ganas de amar?, ?Mentirosa? and ?Se me va la vida?.
