Reduced or no taxes for Christmas?

I think there is a special deal at Christmas for shipping gifts to the DR, but don't recall details. I'm in briefly in USA and want to send a few boxes of goodies to some less prosperous Dominicans. I know (and have sent the large boxes by sea with food and used clothing/shoes tax free. But I would love to include some kids gifts and maybe something for the household. So I need to know the rules. And the dates. Thanks in advance for any advise, guidance.*

For shipping? *No. *Only for Dominicans who live outside the US bringing in gifts into the DR after they have been out of the DR for the required period of time.*

Sadly, the only one I have found in Orlando is picky about what's in the box. Food, used clothing/shoes no tax. But I once shipped a set of plastic containers for the kitchen and he insisted on charging me tax.*
