I setup laptops to ship from the US to DR regularly.

(1) For language, in Windows XP & 7 it was a pain because you needed to actually install in your target language from the installation CD (and that CD needed to be the target language). So to install Windows 7 Spanish on a US laptop, I have a USB stick with Windows 7 Spanish language (or Windows 7 Ultimate) and have to re-install the operating system, all the drivers etc. Windows 10 has made it A LOT easier. You can install in English (or any language) and then change it from within Windows after it's setup in 5 minutes. Nice! (2) The keyboard is a replaceable part on all laptops. All laptop "shells" are pretty much the same worldwide. The keyboard used for the local country is just pop-ed in. They're usually user-removable. You can get alternate language keyboards from the manufacturer's websites (eg. Dell, Lenovo etc.) but usually the easiest is to just go onto eBay and type your model laptop, "keyboard" and the language you're looking for. Unless you have something very new where it hasn't hit the resale market yet, you'll usually find it there much cheaper. Once you replace the physical keyboard, then just go into Windows Control Panel and select the correct language keyboard you put in. Windows will map to the keyboard layout. Good luck.
