More pass grades and lower drop out rates from school
A Ministry of Education study reveals that the increased study hours for public school students is having a positive effect on keeping children in school, reducing school desertions and grade repetitions. As of the 2016-2017 school year, 900 public schools nationwide were on the extended school program in which students start at 8am and stay in school until 4pm.

Minister of Education Andr?s Navarro says that the aim is for all public schools to operate on this schedule by the end of 2020.

The Ministry of Education compares the 2011-2012 data that corresponds to the year the extended school program got the boost of the 4% of GDP allocation in the National Budget with that of the 2015-2016 school year.

The statistics reveal that while from 2011-2012 87.5% were passing the grade, four years later 94.1% are passing. Desertion was 3.4% in 2011-2012 and from 2015-2016 drop outs had declined to 1.4%. Those who flunked had declined on average 4%.

JCE carries out first working session under Casta?os
With the new five-judge strong board, the Central Electoral Board (JCE) met on Friday, 25 November 2016 under new president Julio C?sar Casta?os Guzm?n and defined the roles to be carried out by each of the judges.

The areas of responsibility are:
Julio C?sar Casta?os Guzm?n will be in charge of the Commission for the Vote of Dominicans Living Abroad.
Roberto Salad?n Sel?n was made responsible for coordinating the Commission for Budgetary Planning.
Carmen Imbert Brugal will be in charge of the Electoral Boards and Political Parties Commission.
Henry Mej?a Oviedo will be in charge of the Civil Registries Commission.

Rosario Graciano de los Santos will be in charge of the Cancellations and Disqualifications Commission for which she was responsible in the previous board.

At the same first session Laura Castellanos’ appointment as director of communications was announced. Her predecessor F?lix Antonio Reyna will remain in his role as JCE advisor. JCE secretary Ram?n Hilario Espi?eira also attended.

Who will buy Refidomsa?
According to Refidomsa president Felix Jim?nez, several national and foreign companies, including some from Europe and Asia, as well as some foreign government officials have expressed an interest in buying the 49% stake in the company from Venezuela. Jim?nez observed, nevertheless, that the Venezuelan owners have not yet said they would sell. However, Jim?nez said that if the stake were to be put up for sale, the Dominican Republic's government would exercise its right to have the first option to buy the stake.

As reported in Platts, Refidomsa is 51% owned by the Dominican Republic and currently processes 28,000 b/d of crude to produce around 8,000 b/d of diesel, 8,000 b/d of fuel oil, 8,000 b/d of gasoline and 1,000 b/d of LPG, according to Refidomsa. The 49% stake owned by Venezuela is held by PDV Caribe, a subsidiary of state-owned PDVSA.

Interest in the refinery is rising at a time when PDVSA is struggling to meet its commitments under the PetroCaribe accord.

Created in 2005, the agreement gives preferential financial terms for oil supplies from PDVSA in 18 Caribbean and Central American nations, depending on the price in the international markets, and also extends payment for some of the shipments for almost 15 years.

As part of this agreement, Refidomsa has received a steady stream of crude from Venezuela for use in the refinery but facing mounting financial problems, PDVSA is now providing little or no crude to Refidomsa.

Tour Eiffel in Santo Domingo
The Tuesday, 28 November 2016 edition of El D?a reports on the construction of the high-standing Tour Eiffel saying that it “steals the show” from the Plaza de la Bandera flag monument in the nearby rotunda.

According to reports, the metal structure is a project being implemented by the Santo Domingo West municipality, under Mayor Francisco Pe?a, who was re-elected in the 2016 general election. El D?a says that Santo Domingo’s Tour Eiffel will be lit up for the holidays, and will remain as a permanent fixture in Santo Domingo West. The mayor was not available for comment on the structure and its cost.

Helicopter crash leaves two missing
Poor weather conditions are preventing a search and rescue operation for two people following the crash of a helicopter that disappeared off the radar of Punta Cana International Airport on Sunday afternoon, 27 November 2016.

The Helicopteros Dominicanos S.A. (Helidosa) helicopter left Gregorio Luperon International Airport in Puerto Plata at around 5:25pm.

Civil Defense volunteers, the tourist police (Cestur) and the Dominican Armada and Air Force are all involved in the search for pilot Rafael Sanchez and his passenger Luis Cunillera.

Civil Aviation Air Accident Investigation Commission president Colonel Emmanuel Souffront Tamayo has said that although they have recovered part of the fuselage and other items there is no sign of the occupants.

According to reports, the pilot lost communication with the control tower around 30 minutes before his anticipated arrival when the helicopter was seen on the radar in the area of Las Lagunas and Redonda, near Miches, in the east of the country.

Community gathers to bring back Puerto Plata
Leading government, business and civil society groups in Puerto Plata are meeting to coordinate the recovery of the north coast following several weeks of torrential rains that have caused major flooding. The initiative involves the Roman Catholic Church bishop’s office, the governorship, the city government, the provincial senator, the central government bodies, the Chamber of Commerce, Hotels & Tourism Business Association (Ashonorte), Playa Dorada Hotels Association and the Brugal rum company.

Puerto Plata Tourism Cluster president Roberto Casoni said that the airport, hotels, cruise ship port and excursions were operating normally. He thanked the country for solidarity with the recovery of Puerto Plata. “Now it is time to manage the recovery,” he said.

More killed by floods
Civil Defense have announced that they have recovered the bodies of five people who were washed away when a river burst its banks in Puerto Plata, including three members of the same family.

The bodies were identified as 31-year old Ney de Aza Santos, Reynaldo de Aza, 40 and Isaura de Aza, 13, along with 64-year old Pedro Antonio Batista Nunez, and Delvi Nunez, 30, who fell off a motorcycle.

According to Civil Defense the three family members disappeared on Sunday night, 27 November 2016 when their home was washed away by the Gran Diablo River in La Jaiba in the municipality of Villa Isabela. In addition, seven homes were destroyed and 200 affected by the flood in the communities of Gualete and Gran Diablo, as well as a residential project in Laguna Grande where 96 homes were flooded.

The other two victims were crossing an overflowing stream in the community of El Pinto in El Mamey, despite warnings of the danger when they were washed away.

President Danilo Medina is concerned at the number of deaths occurring in Puerto Plata due to the floods and has been following the situation closely since Monday morning, November 28, 2016.

Floods continue to cause havoc in communities where rivers pass or had passed. As of 28 November 2016 in the evening, the COE reports 19,000 persons were displaced and two provinces were in red alert – Montecristi and Duarte (for the area of Lower Yuna River). Yellow alert areas are: Mar?a Trinidad S?nchez, Puerto Plata, Santiago and Valverde. Green alert areas are S?nchez Ram?rez, Saman?, La Vega and Espaillat.

Tavera Dam opens again
The Dams and Reservoirs Committee has announced that on Sunday night, 27 November 2016, the Tavera Dam had a record amount of water from the rain, reaching 922 cubic meters of water.

The committee said that the operation of the dam was normal, after releasing 300 cubic meters per second for the turbine and via the floodgates.

According to committee director Luis Cueva, they are doing all they can to keep the dam below the crucial 327-cubic meter mark. On Monday 28 November 2016 it stood at 326.60.

During a press conference, the Emergency Operations Center (COE) said that 82 millimeters of rain fell in three hours in Santiago on Sunday, 27 November.

Floods increase again
On Monday, 28 November 2016, 1,577 families were evacuated from their homes in Casta?uelas, Palo Verde and other parts of Montecristi due to the floods caused by the overflowing of the Yaque del Norte River following the opening of the floodgates of Tavera Dam to release rising waters. The Emergency Operations Center (COE) said that other flooded areas included Loma de Castanuelas and the neighborhoods of Santa Monica and Saman.

A Civil Defense representative said that the waters had even entered the police station in Palo Verde, the baseball stadium and brought down walls in the communities of Bombita and La Playita.

The National Meteorological Office (Onamet) says that the rains should begin to decrease across much of the area. A cold weather front will keep temperatures chilly.

According to the COE, 19,000 people are staying with relatives and friends in the provinces of Puerto Plata, Montecristi, Duarte (San Francisco de Macor?s), Santiago and Valverde (Mao), S?nchez Ram?rez (Cotu?), San Pedro de Macor?s and others and 69 communities are cut off by the recent rains and floods.

Sailor drowns in Saman? Bay
Members of the Civil Defense have recovered the body of a member of the Dominican navy in waters of the Saman? Bay, after the boat he was traveling in as a crew member overturned.

The victim was identified as 43-year old Amaury Jackson, whose body was taken to the National Institute of Forensic Science (INACIF) at the recommendation of Teresa Aquino, the medical examiner.

The sailor was on watch off the coast of Miches when a strong wave hit the 15-foot boat and it capsized.

Italian stabbed in Montecristi
A 67-year-old Italian man named as Vito Vitale was reportedly stabbed to death while he was asleep in his home in Montecristi. He lived behind the city’s Palace of Justice.

According to reports, he was stabbed three times and beaten in the early morning of Monday, 28 November 2016.

His body was sent to the National Institute of Forensic Science (Inacif) in Santiago.*The rear windows in his home had been broken. A female friend of the victim is currently under investigation.

Thimo Pimentel wins National Plastic Arts Award
In an announcement made on Thursday, 24 November 2016, the Ministry of Culture named ceramist, painter and draughtsman, muralist, photographer and doctor, Felipe (Thimo) Pimentel as the winner of the 2016 National Visual Arts Award.

In recent years, Pimentel has been best known for organizing the International Ceramic Tile Triennial in the Dominican Republic.

He has also distinguished himself for innovation with the creation of Arte Furtivo, in which collectors have to follow clues published online in search of ceramic art objects hidden in different parts of the country and overseas.

A part time resident in Punta Cana, Pimentel also has created statues for an underwater park near the Punta Cana Ecological Foundation’s world-recognized coral restoration project.

The Tempest: theater at the Olympic Pool
Grupo de Teatro Anacaona has announced that it will be staging The Tempest, widely believed to be the last play written by William Shakespeare, at the Olympic Pool in Santo Domingo. The play is scheduled for 28-29 November 2016 at the Aquatics Center diving pool in the Juan Pablo Duarte Olympic Center.

The Tempest opens in the midst of a storm, as a ship containing the king of Naples and his party struggles to stay afloat. On a remote island, sorcerer Prospero, rightful Duke of Milan, plots to restore his daughter Miranda to her rightful place. He uses magic to conjure up a storm to lure his usurping brother Antonio and the complicit King Alonso of Naples to the island.

There, his machinations bring about the revelation of Antonio's lowly nature, the redemption of the King, and the marriage of Miranda to Alonso's son, Ferdinand.

The cast list includes Lucina E. Jim?nez, Ivan Aybar, Stuart Ortiz, Juan Carlos de los Santos, Raymond Moreta, Edwin Javier F?lix, Jos? Luis Jim?nez, Alfredo Caraballo, Jos? Enrique, Francis Ortiz and Dalia Castro. Three divers and two synchronized swimmers are also taking part.

The play, produced by Husmel D?az S?nchez, Paula Disla and Lucina Edith Jim?nez, will be the closing performance of the IX Bienal de Teatro Grupal and the V Festival Internacional de Teatro Paralelo set for 20-29 November 2016 at several stages nationwide.
