I am arriving in santo domingo on the 14th February and will need to purchase a marbete .....where is the easiest place to get one ?

I thought that after the normal issue time spam, the banks, etc. no longer have them and you need to go to the government offices that issues them and also pay the penalty.

At this time the grace period is over.
