The guagua system will do it but I expect you'll need a connection.

I sent my birth certificate to the Cdn Consulate today by guagua for 300 pesos
It arrived in about 2 hrs from RSJ to POP.... 300 pesos.

In the absence of a mail system, this works.
Years ago my envelope to Guzman in SDQ was $1 from Cabrera.

It all works, just differently than we're used to.
