Hi, if you can access the area with heavy digging equipment !?.. i would just drive around and find a contractor already working with a Retro (private or public work, doesn't matter) and "hijack" them.
Give them a few thousand peso (AFTER THE WORK IS DONE) and that's it.
If you hire a company, they will charge you for moving the equipment etc, etc and it will cost you several times more.

Are you asking about excavating the septic, or evacuating the septic. the assumption above is excavating. but if your actually asking about pumping it whole different solution.
