Calling overseas with US phone

Greetings,

I am trying to make phone calls to Italy and other countries with my US AT&T phone. I have been trying with the 11 or 1 prefix and various combinations of it but null. Calls to US, no problemas. Thought I should just ask here before consuming time investigating.

I always Use the + sign then country Code and phone number. (France cell would be +33 612345678)

It works everywhere in the world and no need to know the changing prefix.

You don't use VoIP like the MOBILEVOIP app for instance?

probably easier to use in the DR if it was unlocked.......

DR numbers use same access codes for long distance calls and internatinal calls, so no diference bedside the money, calling using roaming services to a diferent country its twice expensive than roaming calls itself. Hope she or he is calling just to say Hi.
