Getting a DR passport in the UK

My Wife’s passport expires in mid February.  On Oct 5 we went to the Embassy in London to apply for a new one in her married name.  We took all relevant documents and were told they would send it directly to Madrid.  About 5 Weeks later having heard nothing and she was told that it wasn’t possible to have a new passport in her married name because she had to change her cedula first.  They did not call, email or write to her.  They waited for her to call.  However, we then took a new application in her maiden name and they said 7 to 10 Days Maximum. After a few Days we called to confirm everything was OK.  We were told - Yes all received in Madrid everything on track.  On Monday we called again.  They said they would call Madrid to ascertain the progress (we need this urgently as we want to go to Spain for Christmas and need a Schengen Visa).  They did not call back so Yesterday we called again - yes everything progressing fine by the end of this Week or early next.  We called the Embassy in Madrid only to find we had been told lie after lie by the Consul in London.  They had received nothing from London since the rejected application in October.  What can we do?  Any help appreciated. The Consul now refuses our calls after w3 complained about their misinformation (Lies)

Easy do not call, go there and tell them you want to know where is the passport and what they did becasue in Madrid said they dont have nothing.
