Metro announces better service for 2018
The Santo Domingo Metro Office (Opret) announced 30 cars to expand service of the city metro would be purchased in 2018. The funds have been allotted in the 2018 National Budget. At present, the two metro lines in service are jam packed on peak hours. According to Opret, some 275,000 users ride the Metro every day.

Manuel A. Saleta García says the metro is the most important mass transport system with considerable savings in time and money for Dominicans. A ride on the metro costs RD$20.


President checks out hospital renovation progress
On Sunday, 3 December 2017, President Danilo Medina was in La Vega to see for himself the advances on renovations at the public hospitals Arturo Grullón and José María Cabral y Báez in Santiago, and Luis Morillo King hospital in La Vega. The president also visited bridges in La Vega and Santiago to check on the progress of these public works.

The Cabral and Báez public hospital has been under renovation since 2013 causing major inconveniencies to medical staff and patients. The President said that the pharmaceuticals robbery under investigation at the Arturo Grullon public hospital also in Santiago is under investigation. Three employees have been arrested for the theft of medicines.

The President, accompanied by the Administrative Minister of the Presidency, José Ramón Peralta, Minister of Public Works, Gonzalo Castillo and the director of the Office of Supervisory Engineers of State (OISOE), Ángel Pagán, was in La Vega to check the construction of the Burende bridge over the Verde River, located at Km 10 of the Duarte Highway. Gonzalo Castillo promised the bridge would be finished on 20 December 2017.

Finally, President Medina went to the Morillo King public hospital to see the construction there, which, according to Peralta will be ready this month.

President attends the Ibero American Quality Awards award ceremony
On Monday, 4 December 2017, President Danilo Medina presided over the Ibero American Quality Awards ceremony for 2017, recognizing public, private and international companies, who have surpassed industry and government quality standards.

At the event held in the Presidential Palace, the Secretary General of the awards, economist Rebeca Grynspan said that the country was the first Latin American country to be chosen to host the awards.

An award was made to the Professor Juan Bosch Trauma Hospital in la Vega province, which obtained silver in the category of public business, due to the medical quality it offers its patients. In addition the Minister of Public Administration, Ramón Ventura Camejo, was recognized for the support to the administration of the Dominican state over the last few years.

Also recognized in the event were companies from Spain, Mexico Brazil, Peru, Uruguay as well as the Dominican Republic.

In addition to President Medina, others attending were the Vice President Margarita Cedeño, Presidency Minister Gustavo Montalvo, and Public Health Minister Altagracia Guzmán, among others.

Safe Christmas Plan launched
Director of the National Police, Major General Ney Aldrin Bautista has launched the “Safe Christmas Plan 2017” that will involve 24,013 trained men and women and more than 2,900 members of the Ministry of Defense to guarantee “that the streets in our country are as safe as our houses”.

During the launch of the plan, which took place in front of the National Police headquarters, Bautista explained that the team comprised 15,311 agents from the Crime Prevention Task Force, 3,060 officers from the anti-narcotics bureau, and other units from the police.

Bautista said that all police officers have been instructed to work diligently so that in this Christmas season there will be less crime and violence than previous years, and that he also would be travelling across the country to supervise the patrols.

Skylift over the Ozama River on schedule
The Unit for Restructuring of La Barquita and Surroundings (URBE) has announced that the Teleferico, the Santo Domingo cable car, is 92.1% ready, according to the timescale in place for the project. The skylift is on schedule to begin operations at some point during in the first three months of 2018.

URBE said that the civil engineering part of the work is 91% complete and has complied with all of the regulations of the Ministry of Public Works. The Sabana Perdida station is 99% completed, the Charles de Gaulle station is 95% complete, Gualey 90% and Los Tres Brazos 75%.

The organization also announced that the process of putting the cables in place had been completed from Los Tres Brazos to Sabana Perdida and 28 of the 36 pylons to support the infrastructure were in place. This month the testing phase will begin.

Leonel Fernandez does not want open primaries
Former President Leonel Fernández has said that to order political parties to conduct simultaneous and open primaries into the 2020 presidential election would be unconstitutional and a blow to institutionalism.

He said that the current debate about the issue makes no sense as the Supreme Court of Justice had already ruled on the matter in 2005. In the 2010 Constitution, and maintained in the 2015 Constitution, Art. 277 establishes that judicial decisions reached prior to the proclamation of the 2010 Constitution by the Supreme Court of Justice are not be subject to review by the Constitutional Court.

Fernandez writes that to continue with the matter would open a Pandora’s Box, meaning that other rulings already made could also be revisited. He also said it would put judicial security in danger and could affect the business climate.

Fernandez made the comments in the “Global Observation” published every 15 days in a national newspaper. Fernandez considers that political parties should be able to arrange their own primaries on dates and the rules of the primaries should be determined by the parties themselves. He said the Constitution conceives the political parties as free organizations and it would not be right to impose open primaries on them.

Fernandez has sent the media a press release going on record saying that the legal security of the country would be in danger, the business climate and the social and democratic state of law enshrined as a constitutional principal in the national legal system if the Medina administration decides to go ahead and impose open and simultaneous primaries.

JCE has not agreed to pay outstanding balance
The Central Electoral Board (JCE) has said that it will wait for the technical report about the vote counting scanners purchased for the 2016 elections until they decide about the payment of the outstanding debt for the machines that is owed to Spanish company Indra Sytems for US$13,927,000.

The JCE made the statement in a press release following the concluding comments by the Chamber of Accounts that they should pay the outstanding balance.

JCE president, Julio César Castaños Guzmán, stated that they would discuss the definitive report issued by the Audit Commission at the appropriate time.

Castaños Guzmán said they would be meeting with a team of IT engineers and specialists from PUCCMM University, the Technological Institute of Santo Domingo (INTEC), Banco Popular and the Cerveceria Nacional Dominicana (E. León Jimenes Group) on 14 December 2017 to set up a commission and define the work to be done.

Illegals arrested in Puerto Plata province
The Migration Agency (DGM) announced the arrest of 555 undocumented Haitians during operations carried out on Saturday and Sunday, 2 and 3 December 2017 in Puerto Plata city, Sosua, Imbert and Montellano as well as other parts of the northern region.

The Migration Agency says that they had received information of large numbers of undocumented Haitians living in Puerto Plata communities. All of those arrested in Puerto Plata were taken to the border with Haiti at Dajabon and handed over to the Haitian authorities.

The institution, managed by retired Lieutenant General Máximo William Muñoz Delgado, said that the operations would now move to other areas and tourist hubs such as Boca Chica, Los Guayacanes and Juan Dolio,

Muñoz Delgado explained that persons of other nationalities who had arrived in the country as tourists and had overstayed their visas, in violation of the Migration Law, were also arrested during the raids.

Dr. Wilson Roa: Banks set the rules in health sector
The president-elect of the Dominican Medical Association (CMD), Dr. Wilson Roa lamented that the Dominican health system is controlled by bankers who he said make the rules of the game, and reap high profits through their health care providers. Dr. Roa said the situation cannot continue as a “Persian market, where health is a commodity subject to supply and demand”. He was critical that the ARS reaped RD$9 billion in profits over the past 10 years.

He criticized that while the ARS are making big money, they are only paying RD$262 per consultation to the physicians. Roa said the health system needs to be revised to ensure the people receive quality service.

Roa blamed the legislators for passing the laws that have facilitated this situation. “What happens is that the members of congress legislate for their personal benefit,” said Roa.

Roa will take office as president of the CMD on Friday, 8 December 2017. He said he is open to resume talks with the public health authorities. He was interviewed on El Dia, the morning talk show by journalist Huchi Lora on Channel 11.

Miguel Surun re-elected to head lawyers’ association
The ruling PLD party candidate, Miguel Surun Hernandez was re-elected as president of the Dominican Lawyers Association (CARD). Surun received 9,703 votes, or 50.98% of the votes. He will preside the organization from 2018 to 2020.

He defeated Enrique Garcia (7,868 votes) with 41.34% who ran for the opposition party, PRM.

Five dead and three injured in Cotui
A standoff between members of the National Police and a supposed gang of assailants left five people dead and at least three injured in an event that occurred on the night of 3 December, 2017 in Sanchez Ramirez province.

Twenty-year old Ana Deisy Batista, who was four months pregnant, and her husband, barber Estarlin Mejia were shot and killed by supposed criminals in the community of La Cueva, while the men were being chased by the police. The police then shot and killed three of the five men and two were injured.

A report in Diario Libre on Tuesday, 5 December speculates the murder of the barber was part of a contracted killing.

Provincial police spokesman, Lieutenant Alfredo Gómez, said that one of those injured was a private from the police, Raudo Rafael Díaz who was going into his home when the shootout began and was hit by a stray bullet.

According to the version from the police, the shootout happened in Calle Primera in the community of La Cueva de Cevicos, in Sánchez Ramírez.

The bodies of the five victims were taken to the morgue of the Inmaculada Concepcion hospital, and so far the only identification has been one Carlos Santos Gonzalez, and the two injured, Frank Jossie Capella and Esteban Antonio Santos González were taken to hospital under arrest.

More time in jail on remand for El Boli
Simón Bolivar Ureña alias “El Boli”, accused of having been contracted to move the corpse of pregnant teenager Emely Peguero, has been given another eight months of preventive custody by Judge Isolina Peralta. This follows the imposing of another three months behind bars for Marlon Martinez and then his mother Marlin as well. These two are the main accused in the case, Marlon for committing the murder and Marlin for covering up for him.

Migration lawyer survives knife attack by former spouse
Migration lawyer Anibel González Ureña, who was slashed and stabbed by her former spouse, Yasmil Oscar Fernández (Ray) in San Pedro de Macorís is in stable condition and recovering at the Plaza de la Salud Hospital in Santo Domingo where she was taken after first care in San Pedro. Dashira Martínez, spokesperson for the hospital, said that the woman suffered several injuries on her left hand and left side of her torax.

González’s father, Felix González said Fernandez attacked his daughter in front of their two daughters in her apartment in Barrio Hazim on Saturday, 2 December 2017.

Fernández was arrested and is being interrogated by the Police in San Pedro de Macoris.

Prosecutors at the courthouse in San Pedro de Macoris said they would be charging Fernandez with attempted murder. Fernandez fled the scene of the attack, but later turned himself in to the Southeastern Regional Department of the Police.

Big crash at 27 Febrero and Lincoln
A person was reported dead on Monday, 4 December 2017 at Av. 27 de Febrero almost corner Av. Abraham Lincoln. In the accident, two vehicles, an Audi and a Range Rover were totaled. The Metropolitan Transport Authority (Amet) has yet to issue a report on the tragedy.

Nutcracker Suite at the National Theater
The National Theater presents the Christmas classic, Tchaikovsky’s Nutcracker Suite on the December weekend of Thursday, 14 December, through Sunday, 17 December.

The ballet is choreography by Carlos Veitia. Jennifer Ulloa of the Uruguay Ballet and Narciso Medina of the Ballet Nacional de Cuba will be performing. Lead roles are by National Classic Ballet dancers Maykel Acosta, Maria Valeria and Marcos Rodríguez. Scenography is by Fidel Lopez, lighting by Bienvenido Miranda. The National Classic Ballet is directed by Armando González.

The ballet will be performed at 8:30pm on Thursday to Saturday and on 5pm on Sunday. Tickets are available at the National Theater box office and go for RD$500, RD$800, RD$1,000, RD$1,500.
