Water being stolen from the cistern in the middle of night in a complex of apartments in SD?

Several times we have awoken to our cistern completely emptied of water and it appears to be happening between the hours of 1am-5am, because we had water past midnight to 1am.

How did you determine that it was stolen ?
Is there a water counter proving that nobody is using the water but it was pulled directly from the cistern ?

Wouldn’t they have to have a noisy pump and a big noisy truck to do that?  Maybe roots growing inside or under it opened up a crack and it’s leaking out?  Get someone to go down in it while it’s empty and look around.

The probability of emptying a large apartment-sized cistern in 3-4 hours without major racket and noise is highly improbable.

A. Does the apartment complex have a pool on site? Could it be that the maintenance, handy, or watchy man attends to the pool during these hours?

B. Do individual apartments have their own jacuzzis within the units? If so, you could have a regular Don Juan returning home during those hours and entertaining guests.
