Can anyone tell me about the tax /legal ramnifications of bringing a truck and passenger car from Haiti to S.D.

You'll pay the same duty on your imported vehicles no matter where you bring them from. Going through customs at the Haitian border, however, may be more problematic than the busier custom office in Haina.
