Aside from Thailand and the DR, the rest of the Top 25 list is from Africa. Not really something to be proud of.
Because traffic laws are not enforced. But I suspect if they factored out motos it wouldn't be so bad.
I spent 1980 & 1981 in Saudi Arabia. Never saw so many fatalities the 1st year from sticking uneducated immigrant workers behind the wheels of Hino trucks and Arabs who thought Allah would protect then despite their wretched driving manners.
The 2nd year the government started a safety campaign with real enforcement with expat training and the accident rate dropped by more than half.
It can be done.
Hire 100 expat cops or safety officers for the DR to take Amet by the scruff and show them how to do it.
