On Sunday, 20 May 2018, President Danilo Medina toured border provinces and again promised to build the infrastructure necessary to improve access of the region’s population to drinking water and electricity. He visited Los Cacaos, Pedro Santana, Elías Piña, and Restauración in Elías Piña and Dajabón provinces.
As reported by the Presidency, Medina expressed the government’s intent to implement policies to improve living conditions in that part of the country and interacted with farmers who expressed their interest in raising goats and sheep. He also heard about a nursery project to expand production of trees saplings in an effort to reforest the mountainous areas of Hondo Valle and Sabaneta. The nursery is presently operated through a partnership between the communities and the Ministry of the Environment.
Residents also asked for equipment to improve the irrigation system, for agriculture and the nurseries as well as every day use as a tornado had damaged the existing equipment.
President Medina was also shown the observation tower Las Palmitias from where the border with Haiti can be observed.
On this trip, President Medina was accompanied by the Administrative Minister of the Presidency José Ramón Peralta; Defense Minister Lieutenant General Rubén Darío Paulino Sem; Public Works Minister Gonzalo Castillo and Agriculture Minister Osmar Benítez. Also on the visit were the directors of the Dominican Agrarian Institute, Emilio Toribio Olivo, and the Technical Unit for the Execution of Agro Forestry Development Projects, Major General Rafael Emilio De Luna Pichirilo; the vice minister of Community Production and Development, Juan Pumarol, and the President’s special assistants, Carlos Pared and Robert de la Cruz.

Queen Letizia of Spain visits
On Sunday, 20 May 2018, under strict security, Queen Letizia of Spain arrived for a two-day working trip. During her visit to the Americas, she will also be visiting Haiti. In both countries she will visit projects being carried out by the Spanish Agency of International Cooperation for Development (Aecid). The Queen was received at the airport by Foreign Relations Minister Miguel Vargas, Spanish ambassador in the country Alejandro Abellán Garcia.
She is traveling with a large delegation, headed up by the Secretary of State for International Cooperation for Ibero-American and the Caribbean, Fernando Garcia Casas.
The Spanish authorities would not allow the press near the Queen so that no photographs, videos or interviews were allowed. The press reported the Queen and entourage were then taken in a heavily armed motorcade to Santo Domingo. On Monday, 21 May she went to Monte Plata to the Nueva Esperanza neighborhood to visit a rural drinking water project developed by Aecid. In the afternoon, she met with First Lady Cándida Montilla with whom she visited the Integrated Center for Care of Disabilities (CAID).
Later in the afternoon, she met with President Danilo Medina and Vice President Margarita Cedeño and attended a luncheon in her honor at the Presidential Palace.
Her itinerary also included a visit to the Centro Cultural de España in Santo Domingo where she met with representatives of the Spanish Technical Cooperation Office and participated in the celebration of the 30th anniversary of Spanish cooperation in the country.
On Tuesday, 22 May, the Queen is scheduled to tour an organic banana cooperative in southwestern Azua (Cooprobata). She will also learn about the Plan International project that focuses on programs to reduce teenage pregnancies and early marital cohabitation.
Press coverage of the trip of the Queen was limited, but the Presidency made available photographs and videos on the visit.
Following to returning to Santo Domingo, traveled to Haiti to visit Spanish cooperation projects in that country.

On average, public officers enjoy higher salaries than employees in the private sector
According to the National Survey about Work issued by the Central Bank, when it comes to salaries in the Dominican Republic, there are notable differences between the public and private sectors. The bad or good news, depending on who you work for, is that government workers make by far more than private sector workers.
In the last quarter of 2017, the average salary for a government employee was RD$160.9 per hour, whereas it was less than half of that, at RD$79.4 in the private sector.
According to the figures, the problem is that over the last three years the hourly salary has risen rapidly in public sector, outpacing wage growth in the private sector.
The wages in the public sector on average grew by 27.2% and 22.3% in the private sector. Interestingly, the survey also reveals that it is not only the public sector workers who earn more than the private sector. The survey tells that those who are self employed do as well, with an average of RD$90 per hour.
According to the president of the National Confederation of Unions, (CNUS), Rafael “Pepe” Abreu, the fact that people know that the pay in the public sector is better is not good for the economy as the private sector generates more wealth and development over the long term. Abreu lamented that new jobs are being concentrated in areas that are not productive for the economy.
He said that last February 2018, President Medina announced that 120,000 new jobs were being created each year. But he remarked that when the data is analyzed, 60% of the new jobs were opened in public administration, 30% in the informal sector and only 10% were generated in the private sector.
In the report on the first quarter of this year, issued by the Central Bank, there has been an increase in the payroll of Central Government and the municipalities with the highest number of new posts created in the Treasury, the Tax Agency (DGII) and Customs Agency (DGA), as well as the Judicial Branch with the creation of new courts. In addition the Ministry of Interior and Police appointed new agents for the National Police. There were also new posts created in Idecoop, the Dominican Municipal League and INVI.
The data shows that by the end of 2017, the working population stood at 4,347,992 workers that was an increase of 3% over the previous year. Of this figure, the highest number were employed in the private sector at 1,857,949, followed by the informal sector at 1,728,682 and then the State with 620,341 and self employed with 141,019.

Not long to wait for results of Odebrecht investigation
Attorney General Jean Alain Rodríguez has announced that on 9 June 2018 he will reveal the results of the investigation into the Odebrecht bribery case and its linkages within the country.
He said that on the same day of the announcement, formal charges will be filed against individuals, who, according to the United States Department of State, are suspected of having received part of the US$92 million in bribes paid to Dominican officials.
Jean Alain Rodriguez stated that on that day the Dominican people can see what work they have done and never before had they worked so hard to search for the truth and confirmed there would be no impunity.

Several private sector and civic society organizations are asking that political parties be included in entities that fall under the new Anti-Asset Laundering and Combating the Financing of Terrorism Law 155-17. The Ministry of Hacienda presides the National Anti-Asset Laundering and Combating Financing of Terrorism Committee. This is to prevent that these organizations be financed with illicit funds. The Centro Juan XXIII, Participación Ciudadana, National Association of Young Entrepreneurs (ANJE) and Association of Industries of Herrera (AEIH) make the request in a letter to Minister of Hacienda Donald Guerrero.
In the new development, the organizations say it is necessary to have mechanisms to regulate the financing of political parties.
Experts also say cooperatives and betting shops should fall under coverage of the anti-money laundering law.

Former Samaná prosecutor jailed on remand
A Samaná court has handed down three months in preventive custody as coercive measure for the former head of the Public Prosecution Service in the area, Robert Justo Bobadilla. Justo Bobadilla is accused of sexual harassment of several employees and users of the service.
The coercive measures were issued following the hearing of evidence from the prosecutors who showed his links with the crimes he was accused of committing. The victims’ identities were withheld.
Justo Bobadilla will serve his sentence in Nagua public jail in María Trinidad Sánchez province. He had been avoiding court appearances and an arrest warrant was issued for him resulting in his arrest on 15 May 2018 in the National District, Santo Domingo. He had already been dismissed and is unable to work in any state institution for five years.

Venezuelans arrested in Santiago
Three Venezuelans have been arrested for supposedly taking out money illegally from ATMs in Santiago. According to Santiago police when the suspects were arrested they had RD$240,000 in their possession which had been withdrawn from the bank and a debit card. The suspects were travelling in a vehicle.
Arrested were Daniel Alexander González Paz, aged 36, Eduardo Moronta Moronta, 29 and Jesús Enrique Formayor Manjarres, aged 28 and all were living in the country illegally.
The police said that the suspects had attached something to the ATMs in order to carry out the fraudulent transactions and they were caught due to their suspicious profiles when they took RD$240,000 out in cash in a bank branch on Palo Amarillo Road in Santiago. They tried to flee from the authorities but they were pursued by the police and then arrested.

Nearly 150 homicides in the north so far this year
According to the latest statistics, there have been at least 145 homicides in Santiago province and other parts of the north of the country so far this year. The police say that most have been solved and others are being followed up or are on their way to being solved. The reports say that 53% of them were in Santiago followed by the provinces of Duarte, La Vega, Espaillat, Valverde y Puerto Plata.
Of the homicides, 45 were domestic cases where women were murdered by their partners and ex-partners and 25 were among gangs in disputes over drug sales points, mainly in Santiago, Moca, La Vega y San Francisco de Macorís.
Another ten people died in “exchanges of gunfire” with the police and five were lynched my mobs having been suspected of committing robberies or assaults. The lynching events took place in La Vega, Santiago and Duarte provinces.
Four of the murders were due to family disputes over inheritance and nine murders in the northern area were linked to robberies and assaults.
Two of the murders were as a result of road rage and another 22 following arguments between people who had consumed large quantities of alcohol.

Naval spokesman shot along with his son
On Sunday night, 20 May 2018, naval spokesman, Colonel Francisco Augusto Lizardo González was shot and wounded along with his five-year old son. He was shot twice, once in the shoulder and once in the back and is currently in the Intensive Care Unit at the Armed Forces Hospital in Santo Domingo where his condition is said to be stable. The child was injured in the right foot.
The incident happened in front of his apartment in the El Millón sector in the National District and following the attack the perpetrators fled the scene on a motorcycle. Preliminary investigations by the Police lead to believe robbery was the motive for the assault, but witnesses say the man was being followed.
According to the Police, Colonel Lizardo had just come down from his second floor apartment in the Paseo de los Deportes Street, to collect his dinner which his children were bringing him, He noticed two men on a motorcycle, behaving suspiciously and one shot him while he was trying to pull out his service weapon which was stuck.
The two men were dressed in black, the driver was thin, brown skin, and the one who did the shooting, on the back on the motorcycle was short, heavily muscled and with a lot of hair.

Charges issued in the Emely Peguero murder case
Marlin and Marlon Martínez are facing two charges in connection with the death of pregnant teenager, Emely Peguero whose body was found inside a suitcase in a road in Cayetano Germosen in Espaillat province.
The Public Prosecution Service are accusing mother and son of murder, complicity, torture and barbarous acts, hiding the corpse, abduction and holding and illegal traffic of a minor to the detriment of Emely Peguero.
The lawyers for Emely’s family are accusing the pair of murder, aggravated homicide and complicity in murder. They are also asking for a payment of RD$20 million from the Martinez family.
Given both charges, the lawyer of Marlon Martínez, Ricardo Reyna, has questioned the witness statements that the Public Prosecution has referenced, and has said that he will challenge the veracity of three of the witnesses who will be giving damaging statements. Lawyers for the defendants claim that the case involves an abortion which led to involuntary homicide and that there was no premeditation.
The preliminary hearing has been set for 11 June 2018, following a postponement to allow time for the accused to learn of the charges.

Flooding near Cotuí
Nine communities in the northeastern province of Sánchez Ramírez are incommunicated after flooding caused by Chacuey River. The communities affected are El Callejón del Duey, Los 3 Pasos de Chacuey, La Herradura, Los Yagrumbo, Los Jovos, La Javilla, La Hondonada, Duvijito and Loma de La Gallina. The Center for Emergency Operations (COE) reported that rains could continue today in the provinces of Sánchez Ramírez, La Vega, San Cristóbal, Monseñor Nouel, La Altagracia and Monte Plata.
Dominican to compete in slalom at Masters Water Ski
Robert Pigozzi of the Dominican Republic was one of eight athletes who qualified to participate in the Slalom event at the Masters Water Ski and Wakeboard Event held at the Callaway Gardens in Pine Mountain, Georgia, USA from 25-27 May 2018.
. The other contenders are Adam Sedlmajer from Czech Republic, Freddie Winter and William Asher from Great Britain, Jason McClintock from Canada, Jon Travers and Nate Smith from the USA, Thomas Degasperi from Italy. As reported, this is a first time that a Latin American makes the top eight. Pigozzi trains at the family water skiing facilities in the Boca Chica area.

Nearly 150 homicides in the north so far this year
According to the latest statistics, there have been at least 145 homicides in Santiago province and other parts of the north of the country so far this year. The police say that most have been solved and others are being followed up or are on their way to being solved. The reports say that 53% of them were in Santiago followed by the provinces of Duarte, La Vega, Espaillat, Valverde y Puerto Plata.
Of the homicides, 45 were domestic cases where women were murdered by their partners and ex-partners and 25 were among gangs in disputes over drug sales points, mainly in Santiago, Moca, La Vega y San Francisco de Macorís.
Another ten people died in “exchanges of gunfire” with the police and five were lynched my mobs having been suspected of committing robberies or assaults. The lynching events took place in La Vega, Santiago and Duarte provinces.
Four of the murders were due to family disputes over inheritance and nine murders in the northern area were linked to robberies and assaults.
Two of the murders were as a result of road rage and another 22 following arguments between people who had consumed large quantities of alcohol.

Naval spokesman shot along with his son
On Sunday night, 20 May 2018, naval spokesman, Colonel Francisco Augusto Lizardo González was shot and wounded along with his five-year old son. He was shot twice, once in the shoulder and once in the back and is currently in the Intensive Care Unit at the Armed Forces Hospital in Santo Domingo where his condition is said to be stable. The child was injured in the right foot.
The incident happened in front of his apartment in the El Millón sector in the National District and following the attack the perpetrators fled the scene on a motorcycle. Preliminary investigations by the Police lead to believe robbery was the motive for the assault, but witnesses say the man was being followed.
According to the Police, Colonel Lizardo had just come down from his second floor apartment in the Paseo de los Deportes Street, to collect his dinner which his children were bringing him, He noticed two men on a motorcycle, behaving suspiciously and one shot him while he was trying to pull out his service weapon which was stuck.
The two men were dressed in black, the driver was thin, brown skin, and the one who did the shooting, on the back on the motorcycle was short, heavily muscled and with a lot of hair.

Charges issued in the Emely Peguero murder case
Marlin and Marlon Martínez are facing two charges in connection with the death of pregnant teenager, Emely Peguero whose body was found inside a suitcase in a road in Cayetano Germosen in Espaillat province.
The Public Prosecution Service are accusing mother and son of murder, complicity, torture and barbarous acts, hiding the corpse, abduction and holding and illegal traffic of a minor to the detriment of Emely Peguero.
The lawyers for Emely’s family are accusing the pair of murder, aggravated homicide and complicity in murder. They are also asking for a payment of RD$20 million from the Martinez family.
Given both charges, the lawyer of Marlon Martínez, Ricardo Reyna, has questioned the witness statements that the Public Prosecution has referenced, and has said that he will challenge the veracity of three of the witnesses who will be giving damaging statements. Lawyers for the defendants claim that the case involves an abortion which led to involuntary homicide and that there was no premeditation.
The preliminary hearing has been set for 11 June 2018, following a postponement to allow time for the accused to learn of the charges.

Flooding near Cotuí
Nine communities in the northeastern province of Sánchez Ramírez are incommunicated after flooding caused by Chacuey River. The communities affected are El Callejón del Duey, Los 3 Pasos de Chacuey, La Herradura, Los Yagrumbo, Los Jovos, La Javilla, La Hondonada, Duvijito and Loma de La Gallina. The Center for Emergency Operations (COE) reported that rains could continue today in the provinces of Sánchez Ramírez, La Vega, San Cristóbal, Monseñor Nouel, La Altagracia and Monte Plata.
Dominican to compete in slalom at Masters Water Ski
Robert Pigozzi of the Dominican Republic was one of eight athletes who qualified to participate in the Slalom event at the Masters Water Ski and Wakeboard Event held at the Callaway Gardens in Pine Mountain, Georgia, USA from 25-27 May 2018.
. The other contenders are Adam Sedlmajer from Czech Republic, Freddie Winter and William Asher from Great Britain, Jason McClintock from Canada, Jon Travers and Nate Smith from the USA, Thomas Degasperi from Italy. As reported, this is a first time that a Latin American makes the top eight. Pigozzi trains at the family water skiing facilities in the Boca Chica area.
