Not for those considered endangered like the ones seen "hawked" on the side of the road.

There are a few breeders in the DR of Amazons, Macaws and Cockatoos, all legal to keep as pets. There are parakeets (budgies) and love birds everywhere, but those aren't considered "parrots", really...

Sorry I could not help myself. Norwegian Blue? I hope you find a good legal parrot. They live for soooooo long. Normally.
