High tech sciences building at PUCMM, Medina attends inaugural
President Danilo Medina was present for the inauguration of the high tech Health and Engineering Science Building at the Pontificia Universidad Católica Madre y Maestra (PUCMM) campus in Santo Domingo. The PUCMM is the largest private university in the country. The smart building was designed to serve the university community and courses will be taught in medicine, nursing, nutrition, physical therapy, stomatology, telematics engineering, computer sciences, mechatronics, industrial and systems engineering.

The building inauguration ceremony was led by Father Alfredo de la Cruz Baldera, rector of the PUCMM, who stressed this new learning facility could be a focal point of national transformation.

Tax collections up 10% in first half of year
The Tax Agency (DGII) reports that tax collections from January to June 2018 amounted to RD$223.4 billion, a 10.8% increase over the same period of the previous year. DGII director Magin Díaz said the tax receipts for this period translated to a compliance of 99.9% in comparison to the estimates. He proudly said that actions implemented since the start of his management have been paying off.

Diaz added that "last year for the first time in nine years, and for the first time without a tax reform, Internal Tax exceeded its budgetary goal and this year we are on track to far exceed the budget target."

He spoke during a mass on occasion of the 21st anniversary of the DGII.

Coming soon: Paying taxes to become easier for small businesses
The government has made a commitment to send a bill to Congress that would simplify tax payments for small companies and eliminate the burdensome “anticipo,” or the advance payment of taxes. Minister of the Presidency, Gustavo Montalvo, said that the creation of the “Sistema Simplificado de Tributación Unico” is a new form for paying taxes developed by the Tax Agency (DGII) to lower the tax burden of micro, small and medium sized companies, a category known here by its Spanish acronym, Mipymes.

If signed into law, new modality would be implemented for newly incorporated small and medium businesses.

On the agenda for the Colonial City: Ozama River park
The representative of the InterAmerican Development Bank (IADB) in the Dominican Republic, Miguel Coronado Hunter, in an interview with Diario Libre said there is no deadline for the start of the second phase US$90 million loan approved for the continuing urban renewal works in the historic city center area. He said the first US$30 million loan report on restoration of the Ovando City of the Colonial City of Santo Domingo is due in September 2018 and conversations. He said conversations are ongoing to attribute different responsibilities to government institutions that would be involved in the management of the second loan. The first loan was responsibility of the Ministry of Tourism. Coronado says the intention is for the second loan to be a continuity of the first.

Coronado advanced that the second phase calls for renovations in the northern area, including the barrios of San Antón, San Miguel and Santa Bárbara. Also for the controversial intervention of the San Francisco Monastery Ruins. The winner of the tender met with strong opposition from the Dominican chapter of the International Council on Monuments and Sites (ICOMOS) and city residents.

The second phase calls for the reconstruction of the city wall to the north of the Colonial City. Also a lineal park alongside the Ozama River and US$5 million for the restoration of the Mercado Modelo, the city produce market that is located on Av. Mella, and that has evolved into an arts and crafts market.

Coronado said the effort seeks that people continue to live in the Colonial City and environs and that the area not be turned into a museum city. The second loan contemplates incentives for up to US$18,000 per dwelling for property owners to renovate their property and keep within the family that has been renting.

He said both the city government of the National District and the National Transit and Transport Institute (Intrant) are working on solutions for parking and progressive pedestrianization of the city. He observed that issues such as the poor condition of 25% of the dwellings, the fact that 72% of the edifices do not have regular property titles complicate matters in the Colonial City and environs.

The IADB project is focusing on around 100 blocks in the Colonial City of Santo Domingo. The bank has carried out similar historic center renovations in Quito, Ecuador; Lima, Peru, Bahía, Brazil; Antigua, Guatemala.

Los Tres Brazos title scam case opens on Monday
Judge Alejandro Vargas set for Monday, 30 July 2018, the opening of the case against 11 defendants by the in the Los Tres Brazos title scam. The Attorney General Office has accused the director of the National Titles Registration Agency Rosabel Castillo; Leoncio Almánzar Objío, former director of CORDE; Irving José Cruz Crespo, former legal advisor to Corde; Manuel Aybar Ferrando, former real estate division director; Domingo Gerardo Lebrón de los Santos, rothers Carlos Aris Gómez Williams and Julio César Gómez Williams, lead shareholders in Infepa. Also Juana Ynés Gómez Williams, sister to Gómez Williams and lead shareholder and representative of the Proyecciones Inmobiliarias GOWI; José Enrique de Pool Dominici, lead shareholder and representative of TITULATEC, and land surveyors Ana Antonia Ozuna Nolasco and Hadonis Ruiz Mella.

The Attorney General Office accuses the defendants of participation in illicit acts, including prevarication, abuse of jurisdiction, falsity and use of false documents, embezzlement, fraud against the state and association of criminals, among other charges outlined in the Penal Code.

Attorney General Jean Alain Rodriguez said the Los Tres Brazos state land was transacted for RD$80 million with the state and later sold for RD$200 million.

At the end of 2016, President Danilo Medina ordered the "immediate suspension" of any sale or resale of the properties located in the Los Tres Brazos sector, as well as any type of eviction action against the occupants of that neighborhood located in eastern Santo Domingo.

At the time, President Medina appointed a commission to inquire about the sale. The commission said the sale had been “precarious and irregular”. Subsequently, on 12 February 2017, Medina ordered the suspension of the operations of Corde and the Commission for the Reform of Private Enterprise (CREP), and ordered the dissolution of both entities, while repealing Decree 398-08 , that had appointed Leoncio Almánzar as general director of Corde.

Promoting the anticorruption impunity march for 12 August
Organizers of the 12 August March against Impunity, the Green March Movement (Marcha Verde), have said there are now more reasons than ever to protest against administrative corruption. A leading Marcha Verde participant, journalist Juan Bolivar Diaz writes that 19 months after the announcement that the Odebrecht would be investigated following its executives admitting in a New York City court of having paid US$92 million in bribes to expedite contract work in the country, there has been little prosecutorial progress to date. Only seven persons have been accused in the case and these cases are moving at a turtle’s pace through the justice system.

Juan Bolivar Diaz writes: “It is more relevant that 19 months after the confessions of Odebrecht the works contracted in the country for US$5.96 billion have not yet been audited. The testimonies of the executives of the construction company indicate a pattern of overvaluations of 22%, which in the Dominican case would reach US$1.1 billion, 12 times the amount of bribes confessed. An international consortium of journalistic investigations estimated that in the DR overvaluations would have amounted to US$1.2 billion.

Odebrecht has been cited for paying bribes that significantly increased the cost of the works in the country, benefiting government officers and those in their influence, negatively affecting Dominican taxpayers.

Recently, the Chamber of Deputies refused a request for an investigation into payments made to Joao Santana and Monica Moura, sentenced for corruption in Brazil. The latter reportedly was the head the of the regional Odebrecht “bribes office” that Odebrecht executives say was relocated to the Dominican Republic from Brazil. Deputy Faride Raful recently showed General Controller documentation that indicated the state had signed contracts for more than RD$1.3 billion with the Polis Caribe and Cine& Art 2013 companies of the Santana Moury couple that served as political advisors to President Danilo Medina and carried out multiple propaganda campaigns for the 2012 and 2016 elections.

The Marcha Verde Movement wants to increase the crowd numbers from around 150,000 to 200,000 that spontaneously attended a protest march against corruption and impunity along the Winston Churchill avenue on 16 July 2018.

Magna to sell BMWs
Magna, best known as the Hyundai vehicle concessionaire in the Dominican Republic, has announced it will be selling BMWs. This is the third concessionaire to sell BMWs in the Dominican Republic. The first two were Idelca and then by Autogermánica.


Vladimir Guerrero is third Dominican to MLB Hall of Fame
On Sunday, 29 July 2018, Dominican slugger Vladimir Guerrero (Anaheim Angels) was inducted to the Cooperstown Hall of Fame, the greatest honor for a Major League Baseball player. Guerrero is the first position player (i.e. non-pitcher) from the Dominican Republic to be honored. The first two Dominicans named to Cooperstown were Juan Marichal (Class of 1983, San Francisco Giants) and Pedro Martinez (Class of 2015, Boston Red Sox). It is also the first time a Los Angeles Angles of Anaheim player has been inducted into the Hall of Fame.

The annual induction ceremony took place starting at 1:30pm on Sunday, 29 July at the Clark Sports Center. Guerrero traveled to New York for the ceremony with family members and friends.

Others inducted in the Baseball Hall of Fame Class of 2018 were Baseball Writers’ Association of America electees Trevor Hoffman, Chipper Jones and Jim Thome. Jack Morris and Alan Trammell were elected by the Modern Baseball Era Committee and joined Guerrero and others elected by the sportswriters.

Since Class of 1936, the Hall of Fame has elected now 323 members. Of these are 226 former major league players, 30 executives, 35 Negro Leaguers, 22 managers and 10 umpires. The BBWAA has elected 128 candidates to the Hall while the veterans committees (in all forms) have chosen 169 candidates (98 major leaguers, 30 executives, 22 managers, 10 umpires and nine Negro Leaguers). The defunct “Committee on Negro Baseball Leagues” selected nine men between 1971-77 and the Special Committee on Negro Leagues in 2006 elected 17 Negro Leaguers.

There are currently 77 living members, including Dominican pitchers Juan Marichal (San Francisco Giants), and Pedro Martínez (Boston Red Sox).

Vladimir Guerrero was born 9 February 1975, in southcentral Nizao, San Cristóbal. He first learned to play baseball with a stick for a bat and lemons wrapped in rags as balls. He was signed by the Montreal Expos at 18 and began his career with the Expos in 1996, batting an average of .323 over his eight seasons with the Canadian team. He signed with the Angels and in his first season with that team, in 2004, became the American League Most Valuable Player after hitting for 39 homeruns. He played six seasons with the Angels and then finished with short stints with the Texas Rangers and Baltimore Orioles.

Guerrero retired following the 2011 season with a .318 career batting average, 449 home runs, 1,496 RBI and 2,590 hits. He was named to nine All-Star Games, won eight Silver Slugger Awards. His 31-game hitting streak in 1999 remains tied for 25th on the all-time list.
Vladimir Guerrero celebrated father’s day in the United States in company of his family for the occasion.

His son, Vladimir Guerrero Jr is following in his footsteps. His son is playing in the Triple A League with the Toronto BlueJays. The Hall of Famer’s son is expected to be promoted this year to MLB.

Present for the Dominican Republic at the ceremony were: Sports Minister Danilo Díaz; Luisín Mejía, president of the Dominican Olympic Committee; Vitelio Mejía, president of the Dominican Professional Baseball League and National Baseball Commissioner Ricardo Noboa, and Felipe Vicini of the CRESO pro sports initiative.

In his acceptance speech, Guerrero gave thanks to Canada and Montreal for the opportunities of playing in the United States and Canada. He thanked the fans in Los Angeles and the Angel organization for supporting him during his six seasons playing ball in LA. He also gave thanks for the opportunities provided by his first manager, Felipe Rojas Alou.

Yvonne Losos wins two golds in horse riding in Barranquilla
Yvonne Losos added two gold medals in equestrianism to the Dominican Republic medals toll. Fellow teammate, Stephanie Engstrom added another in the equestrian competitions for the Central American and Caribbean Sports Games on Thursday, 26 July 2018.

On Friday, 27 July, karate fighter Anel Castillo won gold at the Central American and Caribbean Games in Barranquilla, Colombia.

Mission Impossible at Dominican cinemas
The trendiest movie so far this year, Mission Impossible, is showing in cinemas in the Dominican Republic. The thriller starring Tom Cruise, Rebecca Ferguson and Simon Pegg opened at Dominican cinemas on 26 July. The film is showing in cinemas in Greater Santo Domingo, Santiago, San Francisco de Macoris, Bavaro, La Romana, Higuey, and San Juan de la Maguana.

Masterchef reality show set for 5 August/B]
As of Sunday, 5 August 2018, the Dominican Republic will be staging Masterchef TV show, this time named “Sabores del Caribe,” (Tastes of the Caribbean). The Dominican Republic is the first Caribbean country to host the popular reality show.

The reality show seeks to find the best amateur chef. Contestants will have to overcome tests set before them by jurors Saverio Stassi (Pat e Palo, Santo Domingo), La Chef Tita (Travesias, Santo Domingo) and chef Leandro Diaz (Caribbean Bites, Cap Cana).

The event is held on occasion of Santo Domingo being the “Gastronomic Capital of the Caribbean,” by the Academia Iberoamericana de Gastronomia.

Chef Díaz said the winner will be asked to present Dominican dishes with a vanguardist touch, but not losing their essence.

Some 3,500 persons registered to participate and after the first casting, 80 persons were chosen.

The shown will be transmitted by Channel 11, Telesistema on Sundays at 8pm.

For the show, 007 Media Group has invested in the installation of a new 17,700 square foot audience + stage facility, the largest in Central America and the Caribbean, and fourth largest in Latin America.
