Is their a reason that a small motor would be worth the trouble to import?
Maybe find someone transporting sail boats South from Florida (many people doing that) and have it "hitch a ride" .

A marine outboard motor is not a motor vehicle and will be assessed taxes and duties just like any other product upon arrival in the country. DGA will assess the value of the motor perhaps taking into account the purchase price if that is recent but is not necessarily obligated to do so.
