Oil Dependence in DR

I read this article three times and I still don't know exactly what's happening. The headline says oil's use for electricity generation has dropped from 88% to 35% but the paragraph as the bottom as 66% and the percentages in the middle of non-oil sources doesn't add up to 35% .... so it looks like the use of coal and natural gas are significant. Just curious as to whether this is actually an environmentally better report or just drivel...

Wind and solar are described to be added to the power sources. For some reason the new coal fired plants being built in the DR are not mentioned to the favor of Solar and Wind Farms under construction. The "earth friendly" green power sources are these so far:

Moreover 0.31% was generated from the sun as the primary source; 0.90% with biomass, 2.47% was generated from wind and 14.24% from hydroelectric

I always say that we will stop using fossil fuels once they are all burned.
