President Danilo Medina to speak at UN General Assembly
President Danilo Medina is scheduled to speak during the United Nations General Assembly in New York City on Tuesday, 25 September 2018 in the afternoon. Other Latin American heads of state speaking at the event are presidents of Colombia, Costa Rica, Cuba, Ecuador, Haiti, Mexico, Peru and Uruguay. The 73rd session of the UN General Assembly (UNGA 73) will open on 18 September 2018 and last for nine working days. High-level general debates are scheduled to start on 25 September.

The theme of the general debate in 2018 is: “Making the United Nations Relevant to All People: Global Leadership and Shared Responsibilities for Peaceful, Equitable and Sustainable Societies.”

While in New York, President Medina will also speak at the 2018 Concordia Annual Summit, the largest nonpartisan convening that will take place 24-25 September at the Grand Hyatt New York.

JCE: Decide by December how to choose political candidates
The Central Electoral Board (JCE) gave in to requests from political parties and has granted an additional 30 days for these to decide how they will choose their political candidates for the 2020 general elections. In the past, political party candidates were chosen by primaries with the participation of party delegates. But the newly approved Political Parties Law 33-18 of 15 August 2018 gives the top echelons of the political parties ample flexibility in how the candidates will be chosen. Now the previous deadline of 6 November 2018 has been moved to 6 December 2018. The announcement was made after a meeting of the political parties at the JCE.

China Foreign Minister Wang Yi expected next week
Minister of Foreign Affairs of the People's Republic of China Wang Yi is expected to arrive in Santo Domingo next week for the opening of the new embassy of China in the Dominican Republic. The minister will also be signing bilateral agreements with the Dominican government. The information was shared by Foreign Minister Miguel Vargas Maldonado when visiting the president of the Chamber of Deputies, Radhames Camacho.

Foreign Minister Miguel Vargas had traveled to Beijing, China for the signing of the diplomatic relations on 1 May 2018 that ended around 75 years of diplomatic relations with Taiwan.

US Ambassador expected back by 15 September
Foreign Minister Miguel Vargas expects US Ambassador Robin Bernstein to be back in the Dominican Republic on Saturday, 15 September 2018, as reported in El Dia. She left for consultations with the US government on the new Dominican Republic and China diplomatic relations. She traveled back to the United States with her husband and daughter.

What was strange about her departure on 9 September 2018 was that only on 6 September she had presented credentials to President Danilo Medina. She had arrived to the country on 30 August 2018. A political appointee, she had been named to the post more than a year ago.

Bernstein was summoned by the US government for consultations that coincided with El Salvador having switched diplomatic relations from Taiwan to China. The consultations would be with the US mission chiefs in El Salvador and Panama. Costa Rica is the other Central American country to have signed with China, but the US ambassador in Costa Rica was not summoned.

Truckloads of sludge and debris removed to prepare for September storms
Brigades of the National District city government and the Ministry of Public Works have been involved in a major operation to clean up catch basins on city streets with a focus on the National District. Given the possible passage of storms in September, maintenance crews are working to clear drains to avoid clogging of city streets in the event of heavy rains.

Douglas Borrell, director of Road Maintenance of the MOPC, said that the operation includes clearing debris in streets, avenues and roads in different parts of the national territory. He said Public Works Minister Gonzalo Castillo instructed the Emergency Committee of MOPC to take preventive actions that include the clean up of the drainage system on many of the country’s main thoroughfares.

The Ministry of Public Works announced that operations are being carried out at: Abraham Lincoln, Gustavo Mejía Ricart, Máximo Gómez, Winston Churchill, San Martín, Lope de Vega, Antonio Guzmán, Charles Sumner, Núñez de Cáceres, José Contreras, Jacinto Mañón, 30 de Mayo, Prolongación 27 de Febrero avenues, streets, highways and underpasses.

The Ministry of Public Works urged people not to throw garbage on the streets to avoid the debris clogging the catch basins.

Government to purchase arts and crafts for Christmas tree decorations
The Procurement Agency (Dirección General de Contrataciones Públicas) says that this year they will be buying arts and crafts from craftsmen that participated in the National Tender for Arts & Crafts for Government Christmas Trees. Yokasta Guzman, director of the agency, says that this year 118 women and 51 men craftsmen participated in the contest. The jurors chose 40 crafts, including 29 made by women and 11 men. Each crafts person needs to deliver 600 pieces to decorate the Christmas trees.

Taking action to remove mosquito breeding grounds in Los Alcarrizos
The Ministry of Public Works and the Hygiene Division of the Armada were called in to resolve the problem of stagnant waters near the José de San Martín Public School in Villa Verde, Los Alcarrizos in northern Santo Domingo. The area has become a breeding ground for mosquitos that in turn have caused an outbreak of malaria and dengue in the highly populated area on the outskirts of Santo Domingo. Major fumigation efforts are also underway to eliminate the insects and the stagnated waters.

Many parents had not been sending their children to school, fearing the health risks posed by the lagoon.

More blackouts forecast
A perfect storm situation with the Barahona Carbon and Compañía Eléctrica San Pedro de Macorís (CESPM) power plants going out of service at a time when the natural gas-fired 300 Mw AES Andrés is out of system is generating pressures on the power system. These are highlighted by the Dominican Association of Electricity Industries as among the reasons for the increase in power outages, especially in 24-hour circuits.

Diario Libre reports that AES Andres reported the power plant was affected by lightning on 3 September 2018 and is off the grid. The report says that lack of fuel, programmed or corrective maintenance works are affecting other power plants.

Avocado farming in protected areas
The Dominican Republic is a leading exporter of Hass variety avocados to the United States. But environmentalists are warning of the possible negative impacts of planting the fruit trees in protected areas, including the very environmentally fragile Bahoruco Nacional Park.

Now the new Environment Minister Angel Estevez supports the idea of the government’s plan to use avocado trees to reforest area lands. But environmentalists point out that the planting of Hass variety avocado trees must not be planted in hilly or mountainous terrain where many rivers originate, says Jose Martinez, a farming specialist.

The Ministry of Agriculture is also in favor of the avocado plantations. Government estimates indicate that 25% of the national production is of Hass variety. Large plantations are located in Los Arroyos, in Pedernales on the border with Haiti. It is estimated that an area of 15,000 tareas of avocados is inside the Parque Nacional Sierra de Bahoruco. The company Productores de Pedernales has denied it is causing environmental damage, arguing that avocado trees provide important forest cover. His opinion is backed by Jose Manuel Mateo, coordinator of the Natural Sciences and Environment Commission of the Academy of Sciences, as reported in Diario Libre.

“A plantation of avocados with a density of 500 trees per hectare, in full production at the age of five years or more, can demand on average 800 cubic meters of water a week per hectare. Plantations that are two to five years old demand 350 to 500 cubic meters,” said Martinez stressing the high water demand of the commercial plantations. He highlighted that Mexico and Chile are suffering the effects of the drying up of rivers and water scarcity.

But the new Agriculture Minister, Osmar Benitez, is in agreement with reforesting with commercial avocado trees. According to Benitez: "It is a mistake to try to sell to the population the idea that mountain agriculture can not be done, there are examples of prudent mountain agriculture using sustainable resource management practices.”

Netflix will be filming a series in DR
The director of the Cinema Agency (DGCine) Yvette Marichal announced the filming of ten episodes of an unnamed Netflix series. Marichal estimated the production will inject around RD$1 billion into the Dominican economy.

Chevere Nights gets booted to Sundays only
Telesistema announced that the daily variety show produced by Milagros German, Chevere Nights is being reprogrammed for a Sunday, 9 to 11pm slot. The show had been aired for 15 years from 10 to 11pm and was known to have the highest advertising billing for those hours.

As reported in Diario Libre, Chevere Nights was a platform for national and international talent. Accompanying host Milagros German were Irving Alberti, Kenny Grullon, Raeldo Lopez, Jose Guillermo, Luis Jose German and Sergio Carlo.

Sergio Carlo’s El Anti-Noti videos are filmed in Atlanta, United States and satirized government corruption. Anti-Noti videos have a large following on his YouTube channel.

DR is guest country at Madrid Book Fair
The Dominican Republic was chosen to be the guest country at the Feria del Libro de Madrid, in its 78th year. The event will take place 31 May to 16 June 2019, at the Parque El Retiro in the Spanish capital city. Spanish ambassador Olivo Rodríguez Huerta made the announcement after signing the agreement together with Manuel Gil Espín, director of the Spanish book fair.

The Dominican Republic will be assigned a special pavilion located at the Paseo del Duque de Fernán Núñez in the Parque de El Retiro. In addition to a showing of a selection of books by Dominican authors, the guest country organizes conferences, book readings, talks, and other activities to showcase Dominican culture. An estimated two million people visit the annual book fair in Madrid.

Dominican Republic is guest country at Madrid Chocolate Fair
The Dominican Republic is the guest country at the I Salón Internacional del Chocolate that will take place 14 to 16 September 2018 in Madrid, from 10am to 10pm at the Espacio Centro Cibeles in Madrid. The Dominican Republic was chosen as the first guest country of the event given that it is the leading exporter of organic cacao in the world. The country will be hosting workshops, artistic presentations, a photography exhibit, taste show, among other activities. Participants include Rizek Cacao (Xocolat) and Definite Chocolate.

The event is held on occasion that 13 September is International Chocolate Day around the world.

Leave the Rolex at home; robbers crash cafeteria to steal watches
Patrons of the Ciao cafeteria-Restaurant at the centrally located Av. Tiradentes Sunix mega gas station were in shock when at around 6:30pm on Tuesday, 11 September 2018, they were held up at gunpoint by two bandits who arrived on motorcycle. A witness said that the “tiguere” entered the cafeteria with his gun in a black bag and demanded the patrons hand in their watches. Two patrons said they handed in a Rolex and a Cartier watch.

The police are investigating the case. A motorcycle was left behind when a waiter surprised the robbers when at the risk to his life punched one of the fleeting bandits. The robbers abandoned the motorcycle fleeing on foot. Police colonel Frank Felix Duran Mejía has said that case investigators are studying the surveillance camera tapes to identify the thieves. He said it is just a matter of time for them to catch the men.

Meanwhile, a feature in Listin Diario asks if this is more of a gang that has targeted the expensive watches, involving Venezuelans.

DR’s U20 volleyball team wins Norceca cup
The Dominican Republic’s U20 women’s volleyball team imposed its power and today is the champion of the Norceca U20 Women’s Final-4 Volleyball Cup that was held 6-9 September in Lima, Peru. The win shows the quality of women’s volleyball in the country. The senior volleyball team is ranked 9th in the world.

In Peru, the DR competed against teams from Argentina, Cuba and Peru in the second edition of the tournament. In the first edition, the DR had placed second.

The Dominican team captain Natalia Martinez was named most valuable player, first outside hitter, best server and best scorer. The event also recognized Geraldine Gonzalez as leading middle blocker and Yaneirys Rodriguez as best digger.

To win the tournament, the DR defeated Argentina 3-1 (25-22, 22-25, 25-17, 25-21), avenging its loss to the team in the pool phase of the competition. As reported, Dominican captain Natalia Martinez led the way with 18 points, with Yanlis Feliz contributing 15 points to the winning cause. Melissa Corzo had 25 points in the losing effort.

Team DR vs Team Chile in FIBA Qualifier
Team Dominican Republic general manager Francisco García announced the roster for the match against Chile in the FIBA Americas Qualifier. The DR is the favorite to win and cannot afford a loss. The DR team has a 4-2 record so far in the qualifying tournament and is in 4th place in Group F. Chile has a 1-5 record and is currently in the last place of Group F. This is the 7th round of action of the Americas 2019 Basketball World Championship Qualifiers for the 2019 China World Basketball Cup.

Team members are Angel Delgado, Eulis Báez, Edgar Sosa, Victor Liz, Luis David Montero, Eloy Vargas, Rigoberto Mendoza, Manny Quezada, Gelvis Solano, Juan Miguel Suero, Jhonatan Araulo and Sadiel Rojas. Coach Melvin Lopez said this is this could be the same roster for the match that will later take place when the team travels to Venezuela to match Team Venezuela.

The match will take place at the Palacio de los Deportes, at 8:30pm.

Ballet at Casa de Teatro
The ballet “Alma” will be presented at Casa de Teatro, on 20, 21 and 22 September 2018 at 8:30pm. The ballet is a collaboration of choreographers Isadora Bruno and Carlos Veitía. In addition to Bruno and Veitía, guest choreographers are Roberto Lopez, Sander Roberts and Alicia Campillo. Illumination is by Hjalmar Gómez. Bruno explained the dancers of the Ballet Concierto perform to the music of popular Latin American songs. Tickets are for sale at the Casa de Teatro box office in the Colonial City.
