President Medina offers solidarity to Haiti after 5.9 earthquake
President Danilo Medina spoke with President Jovenel Moïse of Haiti on 8 October 2018 to express solidarity with the 5.9 Richter magnitude scale earthquake that affected northern Haiti on Saturday evening. Spokesman for the Presidency, Roberto Rodríguez Marchena had reported the Dominican government was awaiting Haiti to assess damages to determine assistance from the Dominican Republic. International news has reported 15 deaths and more than persons have been 300 injured.

President Medina visits Hato Mayor and El Seibo
On Sunday, 7 October 2018, President Danilo Medina visited Sabana de la Mar, Hato Mayor, and met with community leaders. The community requested that the area’s dock to be increased in size. He also met with coconut and cacao producers in Arroyo Rico and Miches in El Seibo, to whom he offered support in the development and renovation of 3,000 tareas (1 tarea = 629 square meters) and new production projects that would benefit more than 7,000 inhabitants.

President Medina promised to build secondary roads and donate a truck, provide a bus to transport students and evaluate the situation of the public schools in the area.

The President was accompanied by Administrative Minister José Ramón Peralta, and Agriculture Minister Osmar Benítez among other government officers.

Transport strike causes chaos in Santo Domingo
Commuters on their way to work on Monday, 8 October 2018, had a hard time finding transport. Many drivers affiliated with the National Federation of Transport, the New Option (Fenatrano) took the morning off, stranding hundreds of passengers that utilize the 27 February Avenue route and other key transport routes that are controlled by Fenatrano. Commuters that use the Fenatrano route on the Avenida Independencia, Rómulo Betancourt, Simón Bolívar, Gregorio Luperón and Isabela Aguiar were affected.

There had been no previous announcement that there would be a strike on Monday, 8 October. The strike left many commuters who use mass transport without an alternate way to get to their jobs. Many of the striking workers blocked streets, bringing traffic to a halt. Eventually the police arrived and used tear gas to disperse the crowds.

At mid-morning the vice president of Fenatrano, Antonio Brito, entered the Ministry of Industry & Commerce offices and shortly afterward called off the strike. The transporters are calling for a reduction in the price of fuel. Brito said that he would soon meet with mass transport business heads to decide which other ministries should be approached. He did not rule out the possibility of calling for a national strike.

Brito stated: "We will continue the fight until there is a transparent and fair pricing of fuel for our members and for the public in general." The government has not revealed all the components of the formula for setting the price of fuels.

Meanwhile, Administrative Minister Jose Ramon Peralta urged the transporter workers to negotiate with the government. Peralta reiterated that the government would not allow any transport unit to disrupt public transportation.

Quieter Santiago operation unfolded by Police
The Anti-Noise Unit of the Police in Santiago announced that it seized on Monday, 8 October 2018, 100 loudspeakers installed in vehicles, homes and businesses throughout the province. The operation seeks to bring relief to city residents who are constantly complaining of noise. The Santiago-based police combed the neighborhood of Cienfuegos, Gurabo, Pueblo Nuevo, Bella Vista, Tamboril, Camboya and Los Salados where the sound amplifiers were seized.

Overproduction of poultry causes huge losses
The president of the Association of Small Poultry Producers in Moca and Licey (APROAMOLI), Ambiorix Cabrera, has complained that during the months of August and September there has been an overproduction of poultry that has led to multi-million peso losses for the producers.

Cabrera said that the overproduction resulted from speculation and lack of planning on the part of the state. Cabrera noted that the government’s authorization of the importation of fertilized eggs also contributed to the sector’s problems.

Leaders of the national poultry industry, meeting at the Ordinary Board Meeting of the National Confederation of Poultry (Confenagro), held in Licey al Medio, Santiago, complained that the price of poultry had never plunged to the levels it reached in September 2018, when the producers had to sell chicken at less than RD$12 a pound, well below the cost of production, estimated at RD$26 a pound.

Eric Rivero, president of Confenagro, highlighted the importance of the chicken industry given that it is the main source of protein in the country, with sales of more than RD$25 billion last year. The industry leaders agreed to conduct a campaign to increase local consumption.

Prosecutor accused of sexual harassment receives suspended sentence
The former prosecutor from Samana, Robert Justo Bobadilla, received a one year suspended jail sentence, when the judge presiding over the case came to an agreement with Bobadillas attorneys. Under the agreement, Bobadilla pled guilty to sexual harassment of 10 women, including former employees of the Public Prosecution Service, clients and others. He had served only four months of pre-trial custody when the deal was reached. It is not clear what, if any, agreements with the victims were that apparently led to the plea deal.

Attorney General Jean Alain Rodríguez said that he reaffirmed the commitment of the Public Prosecution Service to support women who were victims of sexual violence and said that this case proved that anyone committing a crime of this nature would be prosecuted.

While Bobadilla had only completed four months in jail of preventive custody prior to receiving the suspended sentence, he will now be under surveillance and has to attend counseling sessions.

Protests at the UASD
On Monday 8 October 2018, disturbances broke out at the Autonomous University of Santo Domingo (UASD). The press reported that a large group of people were protesting the high price of fuel. Tires were burned and roads were blocked at the state university’s main campus in Santo Domingo campus. The streets affected by the protests included Correa y Cidrón Avenue and a north-south stretch of Ortega y Gasset Avenue.

According to traffic reporter Jose Urtecho, there were problems with transit in the area, specifically on Bernardo Correa Avenue and Cidrón and he tweeted that Digesett agents should be dispatched to deal with the situation. He also said that the tunnel on Ortega and Gasset leading towards the university was also blocked.

Later in the day, members of the National Police arrived and used tear gas bombs to disperse the protesters.

Domestic violence not decreasing
According to a preliminary report from the Attorney General’s office, the Public Prosecution Service has received 45,829 complaints about domestic violence in the first seven months of this year, showing that despite all of the new measures to try and reduce the incidence of domestic violence, it has not slowed down.

There have been an average of 6,547 complaints each month that represent 32,81% of the 139,701 complaints reported to the 33 Public Prosecution offices through the country from January to July.

In total there were 49 different types of crime committed but domestic violence topped the list. In second place is robbery with 21,137 complaints, third domestic threats with 13,886, fourth violence against women outside of domestic violence with 11,142.

Looking at the figures on complaints of domestic violence by province, the highest was Santiago with 14,719; Puerto Plata with 9,849; Peravia with 5,355; Santo Domingo West with 1,979; San Pedro de Macorís 1,568; María Trinidad Sánchez 1,125 and Monte Cristi 1,168.

The fewest number of cases were in Duarte (San Francisco de Macorís) with 12; Espaillat (Moca) with 15; Hermanas Mirabal with 17; Sánchez Ramírez with 26; La Romana with 35, and San José de Ocoa with 41.

Large drug haul and seven arrests
The Colombian authorities have captured three pilots wanted by the authorities in the Dominican Republic for international drug dealing. The pilots had in there possession 600 kilos of cocaine that was confiscated. The pilots are thought to be part of a drug-dealing ring made up of Colombians and Dominicans who reportedly transfer cocaine in light aircraft from Cartagena to an airport in La Romana province in complicity of high level officials.

As part of the operation the Dominican authorities arrested four high-ranking officers of the Dominican armed forces suspected of being involved in drug trafficking. In addition, the seven suspects arrested were also had outstanding warrants against them from Interpol. The 600 kilos of cocaine that was confiscated was being transported in a light aircraft with Colombian registration.

No earthquake in Cuba, source of earthquake in Haiti and DR are different
The UASD Seismological Institute said that the 5.9 Richter magnitude scale earthquake was only felt in Haiti, not in Cuba, as erroneously had been reported. Due to an error in the detection system, it was broadcast that island of Cuba was at the epicenter of the quake. The error was quickly discovered and an update issued. On Saturday, 6 October 2018, at 8pm, a 5.9 Richter magnitude scale earthquake occurred in northern Haiti, and a 5.4 aftershock was felt on Sunday, on the northeast of Haiti. 15 deaths and more than 300 injuries have been attributed to the quake.

Meanwhile, the UASD Seismological Center and the US Geological Service reported more than 40 mild earthquakes in the area of the island of Hispaniola (Haiti and the Dominican Republic). As reported, 34 earthquakes have been on the border zone, most near Montecristi. Because of the spike in seismic activity, the Ministry of Education is checking public schools for damage.

On Sunday 9 October, there was a 5.4 earthquake reported in the same area off the northwest coast of Haiti, which was felt in Montecristi, Valverde, Dajabón, Santiago Rodríguez and Santiago.

The director of the Seismological Center, Eugenio Polanco, said that there have been no reports of any damage in the Dominican Republic.

Rains to continue and provinces under alert
According to the National Meteorological Office (Onamet) the rains are to continue over the northeast, southeast, northwest, and border area due to a weather front crossing over the country. Rains are forecast to continue during the week as the weather front meets a tropical wave located to the southeast of Puerto Rico.

Alerts are in place for floods, overflowing of rivers and mudslides. On yellow alert are Santiago and San Juan de la Maguana. Green alerts have been issued for the provinces of Azua, Barahona, Monte Plata, La Vega, Hato Mayor, Sánchez Ramírez, Monseñor Nouel, San Cristóbal, Puerto Plata and Dajabón.

While the peak of the hurricane season for the island of Hisplaniola is past, Onamet is also watching an area of low pressure located between the Azores and the Canary Isles that has a 10% chance of becoming a tropical cyclone and a tropical wave to the south of the Cape Verde Isles that has a 20% of becoming a tropical cyclone.
