Optic Fiber division created by Medina administration
President Danilo Medina ordered the creation of the Optic Fiber Telecommunications Business Unit by Decree 383-18. While the new entity will operate separately from the Dominican Electricity Transmission Enterprise (ETED), it will use the transmission facilities of the ETED. The new entity is in charge of negotiating and marketing telecommunications carrier services. The entity will channel to the authorities requests for permits and authorizations needed for telecom services and the commercial exploitation of the surplus of optic fiber capacity, in strict compliance with regulations. It will also enter into agreements with public entities to implement policies and projects of social interest, in addition to preparing business plans and submitting these for approval to the ETED administration.

Montecristi Solar Park expanded to generate 115.92MW
The National Energy Commission (CNE) approved the development of the second phase of the solar energy park, Montecristi Solar, located in the municipality of Guayubín in northwestern Montecristi province. This is a German investment of US$180 million by F&S Solar Concept GmbH. The new capacity of 57.96 MW will bring the complex to have capacity to produce 115.92MW. The renewable energy-generating park is described as the largest solar energy park in the Caribbean.

Look for improvements in electricity supply
APR Energy, based in Jacksonville, Florida, USA, has announced a newly signed contract with AES Andres DR, S.A. to provide 120MW of power in the Dominican Republic, beginning November 2018. "Our team consistently delivers the fastest, most flexible power solutions on time anywhere in the world," said John Campion, Chairman, APR Energy. "Our ability to deliver large-scale power quickly will help AES Andres DR, S.A. ensure the delivery of reliable service to all of our customers."

APR Energy's project is comprised of four of the newest generation GE TM2500 mobile gas turbines. Fueled by natural gas, the turbines will connect to the AES Andres Energy Complex and provide much-needed supplementary power to the local grid within weeks.

Transport strikes to continue
The president of the National Transport Federation, the New Option (Fenatrano), Juan Hubieres, called on the government to make the Hydrocarbon Law more transparent and provide details of the revenue generated by the sale of fuel. Hubieres said that subsidy that large companies receive for propane gas (LGP) (that amounts to RD$43 per gallon) should be eliminated, as the savings were not benefiting the public, but rather being pocketed by a select group of rich.

He said that in the past he had met with the head of Communications at the Ministry of Industry and Commerce, Manual Jimenez, and made this request but he had not received a reply nor had talks been planned to reach an agreement.

Hubieres confirmed that until the authorities responded to his demands they would continue the protest by calling transport strikes in different provinces and demonstrate in front of the Presidential Palace, along with other actions. He said that he will also seek alliances with other transport organizations to strengthen their demands.

Search for Quirinito seems to have ended
It appears that the search for the former military man convicted of drug dealing and murder, Alejandro Castillo Paniagua (Quirinito), has been called off, a year and three months after his escape.

Quirinito was declared “dead” on 5 July 2017, by medical examiner Orlando Herrera Robles, in San Francisco de Macorís, Duarte province. Robles certified that the death was due to a heart attack brought on by cancer at the base of his tongue but the body was not taken to a cemetery and has seemingly disappeared.

The Central Criminal Investigation Agency (DICRIN), Intelligence Service of the Armed Forces (J2) and the National Department of Investigations (DNI) reportedly have spent more than a year on the search but with no leads. The DNI director, Sigfrido Pared Pérez, has said on several occasions that he believes Quirinito left the island taking a flight out of Haiti. Supposedly, prosecutors interviewed dozens of persons in the case, including his wife, Jennifer Estefani Domínguez Hernández, lawyers, doctors and other family members but to no avail.

Quirinito was sentenced to 30 years in jail for the 2008 murder of Spaniard Gustavo Adolfo Cervantes (Waikikí); in 2013 his sentence was reduced to 20 years and he was transferred from Najayo jail to house arrest in San Francisco de Macorís, as he supposedly had mouth cancer.

Odebrecht trial on hold again
The hearing for the Odebrecht bribe case continued on Tuesday, 9 October 2018, with the judge rejecting the request by several of the accused to change the jurisdiction of the case from the Supreme Court to a normal trial court.

Judge Francisco Ortega Polanco rejected the requests and then ordered a ten-minute recess so that prosecutors could present their formal accusation against Ángel Rondón, Víctor Díaz Rúa, Roberto Rodríguez, Tommy Galán, Andrés Bautista, Conrado Pittaluga and Jesús (Chú) Vásquez. The judge also rejected the request to recuse himself from the case.

At the same time, accused Jesús Vásquez recused Judge Ortega. The judge recessed the case until the plenary of the Supreme Court of Justice decides. This is the fourth time Judge Ortega is recused by the accused in the Odebrecht US$92 million in bribes case. A date was not set for the case to resume.

Defendant refusing to appear in Naco Golf project hearing
A National District court has agreed to a request of the defense lawyers of the accused Alejandro (Chito) Asmar Sánchez to assign a neurologist to examine the defendant, who has repeatedly refused to attend court hearings for supposed health reasons. The judge ordered that a Dominican Medical College a neurology specialist conduct clinical evaluations to determine whether or not the defendant can attend the hearings. The case against Asmar Sanchez consists of fraud and abuse of confidence brought by those individuals who had purchased land in the Naco Golf and Country Club near Boca Chica. The project was promoted by the Club Deportivo Naco under the club presidency of Asmar Sánchez.

The plaintiffs allege that more than 700 members of the Naco Sports Club invested around RD$1 billion in the purchase of lots in the Naco Golf and Country Club Project as they trusted the directors but they were defrauded. The prosecutors alleged that for each RD$1,000 the directors received for the project, they pocketed RD$650 and only the remaining RD$350 went towards construction.

The lawyers representing the plaintiffs have been insisting on the need for Chito Asmar to be present as he was one of those who sold the project when he was the president of the sports club.

Lawyer for the plaintiffs, Aristides Trejo pointed out that poor people would attend court even in a wheelchair and he saw no reason for Asmar to be given the privilege of not attending.

Accused alongside Asmar Sánchez for the same crime and in the same file are Antonio Alma Yamin (Toñito), Omar Awad Kushner, the Club Deportivo Naco and its current president and treasurer when the alleged fraud occurred, Luis Miguel Pou Guerra (Lucho) and others.

The next hearing is called for 14 November 2018 to hear the results of the medical assessment of the health of Asmar Sánchez.

Trial of Chaman Chacra postponed again
Yet again the preliminary hearing at a National District court in the case of Víctor Portorreal, known as Chaman Chacra, has been postponed. He is accused of murdering his partner and her three children.

Judge Arisleidy Méndez Batista, made the decision to postpone, for the same reason as the previous times: the accused lawyer was not present and he refused the services of a public defender.

Leaving the hearing, Brigada Morales, mother of the murdered woman and grandmother of the children was indignant, calling the case a joke.

In the accusation, the Public Prosecution Service state that Portorreal sexually abused his two stepdaughters, aged 6 and 10 and was afraid his partner would tell about it, which is why he decided to kill them.

The incident took place of 4 February 2018, in the family home in the Enriquillo area, kilometer 8 of the Sanchez highway.

Portorreal is currently serving a year in preventive custody in San Pedro de Macoris jail.

Puerto Plata flooded
Puerto Plata has again seen flooding of houses and roads from Monday night 8 October, 2018. The flooding was in the neighborhood of Puerto Rico, Gregorio Luperón housing project, Dubeau (Los Callejones), La Viara and Las Mercedes. In addition Guancho Escaños Avenue flooded as well as the Malecon and Manolo Tavares Justo Avenue. Intense rain was also reported in the municipalities of Altamira, Imbert, Guananico, Los Hidalgos (El Mamey), Villa Isabela, Montellano and Sosúa.

The Center of Emergency Operations (COE) and the National Metereological Office (Onamet) are forecasting more rains for the rest of the week.

Provinces on alert as rains continue
The Emergency Operations Center (COE) will maintain the alerts for 11 provinces for flooding and mudslides. There is a green alert in place for Monte Plata, La Vega, Monseñor Nouel, Hato Mayor, Sánchez Ramírez, Santiago, Barahona, San Cristóbal, Puerto Plata and Dajabón.
San Juan de la Maguana is on yellow alert.

The COE said that the latest bulletin issued by Onamet, the National Meterological Office, says that the clouds and rain will continue due to a tropical wave localized over Haiti. The rains and storms are most likely to be in the northeast, southeast, central mountain area and border zone.
