Okay, their plan to birth Dominican citizens to Haitian parents failed. The Dominicans caught on and changed the laws so Dominicans born to Haitians illegally in DR won't get recognized as Dominican citizens. So here is their new secret plan:
They're gonna have all their 18-year-old señoritas set up shop in border towns on the Haitian side, where they will give special treats for free to the many Dominican caballeros, get pregnant, and give birth in Haiti to the children of Dominican caballeros, as these will be recognized under Dominican law as Dominicans. The señorita will get the guy’s name, cedula number and a hair from which DNA will be traced, to prove paternity even if he won’t sign the birth certificate. This plan cannot fail because there will always be Dominican men who are having no luck and will be lured across the line and there is hardly any limit to the number of children one stud can father.
