Medina to leave on Saturday for China, says El Nacional
President Danilo Medina is scheduled to leave this Saturday, 27 October 2018 on the first trip of a Dominican statesman to the People’s Republic of China, reports El Nacional newspaper. In China he will meet President Xi Jinping on Monday, 29 October and will inaugurate the Dominican Embassy in Beijing. The meeting follows an agenda that was agreed upon during the recent visit of China Foreign Minister Wang Yi to the Dominican Republic on 20-21 September 2018.

President Danilo Medina and President Xi Jinping are scheduled to sign several important agreements for the strengthening of relations between both countries. The Dominican Republic agreed to full diplomatic relations with China on 1 May 2018 after a fruitful 75 years of relations with Taiwan.

Middle class growing
On Sunday, 21 October 2018, President Danilo Medina announced that the middle class in the Dominican Republic makes up more than 30% of the Dominican population. Around 25% of the population lives in poverty.

Medina said that middle class growth is vital for development of any country in the world and that is why his administration is working to establish a robust middle class.
Medina spoke when visiting the south to meet with directors of agro-forestry projects in Hondo Valle, Juan Santiago, Sabaneta, Las Cañitas, Independencia, Bahoruco, Los Fríos and Barahona.

Miguel Vargas meets UK Foreign Secretary Jeremy Hunt
On occasion of Dominican Week in the United Kingdom, Foreign Minister Miguel Vargas met with his colleague, Secretary of State for Foreign and Commonwealth Affairs Jeremy Hunt. The British foreign secretary and Vargas addressed economic matters, including trade, investment and tourism, security and the strengthening in general of bilateral ties.

Time to renew firearm licenses
The Ministry of Interior and Police (MIP) has given a grace period for the renewal of firearms licenses through 22 November 2018. A press release from the ministry states that the extension is to give more time to firearms holders to put their papers in order prior to Firearms Law No. 631-16 coming into force. The ministry warns that those who do not renew are subject to sanctions and their weapons could be confiscated. The Ministry says that inspections to check on license validity will be carried out across the country once the period of grace ends.

Small business await elimination of advance tax payments
Small business representatives are optimistic that come January 2019, the Tax Agency (DGII) will begin to implement a new tax regime to benefit the smaller companies, as reported in Diario Libre. The new plan calls for the elimination of the gruesome “anticipo,” or the monthly taxes that companies need to pay depending on the previous years’ income level for the month. The new plan, now known as the Regimen Simplificado Unico, would relieve micro and small business from the payment of the advance income tax.

Small Business Deputy Minister Ignacio Mendez says the measure will benefit companies categorized as micro, or those that have 1 to 15 workers, and assets up of up RD$3 million and sales up to RD$6 million, indexed for inflation every year. Or small businesses that are those with from 16 to 60 workers, assets up to RDR12 million and revenues up to RD$40 million, indexed for inflation every year.

The plan is that already existing micro and small businesses could apply for the new regime, in addition to the new companies that seek their DGII tax registration. But Isaachart Burgos, a former president of the Confederation of Small and Medium Sized Companies (Codopyme), says that the government should grant facilities for companies with arrears with the DGII to regularize their status so they too can switch plans and benefit from the new regime.

The new tax plan seeks to encourage informal businesses to regularize their status as a company. It is estimated that more than half of all businesses in the country are not regulated by the government.

Government needs to make decisions to start resolving traffic problems
The former president of the Herrera Industries Association (AEIH), Manuel Cabrera says that the Dominican government has to start implementing traffic laws. He said the permissiveness of the government has allowed the transporters, who already control transport, to reach extremes in their operations. Cabrera said that the government needs to take unpopular actions even when these may be contrary to gaining in politics. Cabrera spoke when interviewed by Federico Méndez for the TV show Esferas de Poder.

Cabrera said public transport is better thanks to the Santo Domingo Metro. “If we did not have the metro we would be victims of the chaos in the transport system for the lack of decision-taking by the government in controlling matters as important as public transport, for example,” said Cabrera. He criticized that the Fenatrado guild is a major factor keeping transport costs uncompetitive. “The cost of transport is very important. Sometimes it costs more to transport a freight container from the Port of Santo Domingo to Santiago than to bring it from Miami to Santo Domingo,” he observed.

Will motorcyclists not be able to transport children?
The new Transit Law 63-17 prohibits children under 8 years old from travelling on a motorcycle, among other measures to enhance safety. But this is one of the many provisions in the law that has caused discussions among the more than 750,000 motorcycle taxi drivers who transport children all the time. Nationwide, the motorcycles are used to take children to school every day. According to the Tax Agency (DGII) there are 2,238,671 motorcycles registered in the country.

The director of the National Institute of Traffic and Ground Transport (Intrant), Claudia Franchesca de los Santos, says that they are implementing a plan to ensure that the law is complied with, not only regarding the transporting of minors, but also other aspects of the law such as the compulsory use of a helmet and that only one passenger per motorcyclist be transported. The use of a helmet is met in Greater Santo Domingo, but not so outside of the capital city.

De los Santos says that the majority of accidents involving motorcycles did not happen in local neighborhoods, but on major roads and that was where they would begin to enforce the law.

However, an official from the National Center for Motorcycle Taxi Workets, Iván Lozada said that they were in agreement with the new law but felt it should be applied equally across all the sectors involved. He highlighted that often motorcycles travel in places where four wheeled vehicles could not so they were the only option for reaching some schools. He went on to say and that there had to be a realistic solution as to how to get children under 8 years to school.

Prices on the rise
Many essential items have increased up to 30% in price due to the depreciation of the peso to the US dollar and increases in the price of fuel. For instance, plantains are now costing between RD$10 and RD$13, for the wholesaler, arriving to retail markets at RD$15. Other staples such as onions, potatoes and peas are seeing similar increases in price.

Juan Hernández, president of market traders in San Cristóbal, said that taro is sold to distributors at RD$43 and to the consumer at RD$50. Carrots and yucca were at RD$20 that is a three or four peso increase. Onions are now at around RD$50 a pound, potatoes at RD$28 and RD$30 a kilo, which is an increase of RD$5 and are expected to go up even higher.

Ricardo Rosario, executive vice president of the National Federation of Shopkeepers and Businesses in the Dominican Republic (Fenacerd), said that the government had to take steps to control the price increases and said rice and beans were also increasing in price.

According to the Central Bank, between 2013 and 2018 the family basket had increased by 11.7%, from RD$27,214.88, to RD$30,411.13 in June this year. At the end of 2017 it was at RD$29,982.94.

Fishermen fined millions of dollars in Bahamas
A court in Nassau, Bahamas has convicted a group of 127 Dominican fishermen to six months in jail and a fine of US$6,604,000. They were caught last week on board three boats within Bahamian waters. The convicted men come from different communities in Puerto Plata and were convicted of illegal fishing, especially shellfish, according to Bahamas press. Each of them has to pay US$53,000 and the three captains have to pay US$92,000 each and spend 12 months in jail.

The boats involved were the Chiky with 45 sailors and Paul and Digna Rosa each with 45 sailors aboard as well. The Association of Fishing Boat Owners of Puerto Plata said that they are hoping for support from the Ministry of Foreign Relations (MIREX) to pay the fines.

Marihuana haul in Santo Domingo
The National Police has announced the confiscating of fourteen packages of marihuana inside a vehicle whose driver left it abandoned on Charles de Gaulle Avenue, when being pursued by the Police. The incident occurred on Sunday afternoon, 21 October 2018. The driver of the Kia car supposedly tried to bribe the police officers that had asked him to stop. He offered RD$2,000 which they rejected and he took flight. The vehicle was taken to the police station and the drugs delivered to the National Drug Control Agency (DNCD).

Is it for real? Nike names a shoe for the Dominican Republic
The Dominican Republic shoe is coming to a Nike store near you soon. Nike has said it will release the Air Force 1 to celebrate Dominican culture. The shoe has white leather upper sneakers, complete with dark red and navy accents on the Swoosh and laces and a message of “De Lo Mio” on the sole (meaning you’re a close friend). Mismatched tongue tags feature the words “República” and “Dominicana” on the right and left shoe. The shoes are set to be on the market in November 2018, through Nike SNKRS.

Previously, Nike had released the Air Force 1 “West Indies” and “Puerto Rico” branded sneakers. But this is a first for the Dominican Republic. The Nike Air Force 1 “De Lo Mio” spirit is to promote diversity and inclusivity, say the marketers. The shoe will be available at select Nike stores and online.

Triathlon competition for Santo Domingo
The country’s leading triathlon athletes are training intensely for the Triathlon Santo Domingo 2018 that will take place 11 November 2018. The distances are: Super sprint category (375 m swim, 10 km cycling, 2.5 km run) and sprint (750 m swim, 20 km cycling and 5 km run).


Salinas open waters swim
Reto Salinas 2018 is taking place 25 November 2018. The distances are 500 m, 2 km and 4 km in Salinas Beach off Bahía de las Calderas in Peravia province, near Baní city. The Tiburones Mako Swim Club and Aqua Salud RD are the event organizers. The event has the backing of the Dominican National Masters Swimming League and the Dominican Swimming Federation.

The 500 m swim is an open category, the 2km category will be for those 24 and less, 25-34, 35-44, 45-55 and 55 and more age groups.

This is a great opportunity to swim long distances safely in the crystal clear waters of the bay and enjoy the support of a great crowd of open water enthusiasts.

The event base is Hotel Salinas in Baní. The hotel is offering special rates for participants and accompanying persons from 23-25 November.


Dominicana Moda in Colonial City
This year sponsored by the City Government of Santo Domingo, Dominicana Moda has moved from the traditional Hotel Embajador to be hosted by a variety of city venues. The annual event will take place from Tuesday, 23 October through Saturday, 27 October 2018. The closing runway show will be with the Oscar de la Renta fashion house on Saturday, 27 October at 8pm to the stage of the Columbus Park in the Colonial City.

In addition to the Oscar de la Renta fashion house, well-established and emerging designer runway shows will be held. The fashion designers with runway shows include a swimwear showcase with Maru Jordan, Maria Fernanda, Salitre Swimwear at the Hotel Jaragua pool area. Also a children showcase with Dixie Kids, Little Tales, Karla Riggs.

From the Caribbean, designer Ecliff Elie is presenting for Trinidad, Carlton Brown from Jamaica and Helmer Joseph from Haiti, under the Caribbean Export umbrella. Honduras has sent designer Lawin Paz, and Panama Sosua Pitti. Others are Marco Carrazana, Lisa Thon and Leonardo Cordero Sunset from San Juan, Puerto Rico.
