Medina leaves for China official visit
President Danilo Medina travels on Wednesday, 31 October 2018 to the People’s Republic of China. This is the first official visit by a Dominican statesman to China. Medina will meet with President Xi Jinping. Medina and the large Dominican government committee was scheduled to leave at 9am from the San Isidro Air Base. It has been reported that President Medina’s agenda will take him to Beijing, Shanghai and Shenzhen.

As reported, Medina will be accompanied in China by: Foreign Minister Miguel Vargas Maldonado, Administrative Minister of the Presidency José Ramón Peralta, Hacienda Minister Donald Guerrero, Industry & Commerce Minister Nelson Toca Simó, Tourism Minister Francisco Javier García, Agriculture Minister Osmar Benítez,; Interior & Police Minister José Ramón Fadul, Monte Plata senator Charlie Mariotti. Also on the official commission is Rubén Jiménez Bichara, vice president of the Public Electricity Corporation (CDEEE); Customs director Enrique Ramírez; National Council of Export Free Zones director Luisa Fernández; Marius de León, director of the DR Center for Exports and Investments (CEI-RD); Rafael Paz, director of the National Competitiveness Council, among others.

Economy Minister Isidoro Santana has said that the agenda of President Dailo Medina and the official government mission to China in November 2018 will include the discussing of financing of infrastructure projects in the Dominican Republic by Chinese government institutions. Santana, who was the first minister to visit China after relationships were established last May 2018 said that the two countries have been trading with each other for a long time, so he does not think there would be much change.

Economist Ernesto Selman, when interviewed by Noticias SIN, says that China will replace the Brazilian financing and construction scheme through Odebrecht that dried out after the company was charged with corruption in a New York City court. Administrative Minister Jose Ramon Peralta heads the new China office opened at the Presidency to centralize Chinese deals for the country.

Selman told Noticias SIN that China could fill the void for infrastructure projects that previously were financed by BNDES, the Brazilian export bank, with Odebrecht as the contractor. He explained the Dominican government would seek financing from the government of China in the same way it received this from Brazil.

He alerted that the Chinese companies bring their technology, equipment and even Chinese labor that could replace Dominican labor. Odebrecht engineers supervised the constructions, but these in great measure were subcontracted to local builders that used local labor.

Selman said in these days of trade war in the works between China and the United States, China would be interested in setting up a base in the Dominican Republic to get around paying taxes to export to the US by using the DR-CAFTA when exporting to the United States.

Selman says there will be no advantage for Dominican exports because the same tropical products the country could export are already sourced from Pacific Basin countries. Selman says the country could benefit from investments, though.

Felix Sánchez passes torch for Special Olympics events
Two-time Dominican Olympic gold medal-winner Felix Sánchez carried the torch marking preparatory events for the celebration of Special Olympics events in the Dominican Republic from 9 to 17 November 2018. The ceremony was presided by First Lady Candida Montilla and Santo Domingo Mayor David Collado. The first pass of torch took place on the front of the Ministry of Sports offices in the Juan Pablo Duarte Olympic Center. The torch will be passed in 20 provinces until 9 November when the Special Olympics Tennis Tournament will take place at the courts of the Mirador del Este Park.

New appointments in government
President Danilo Medina named Susana Gautreau de Windt as deputy minister of Energy & Mines. Previously she was legal director to the same ministry. Medina also named Cooperstown Hall of Fame’s Vladimir Guerrero as goodwill ambassador. In other appointments, he confirmed Ramón Núñez Ramírez, César Nicolás Penson, Manuel García Arévalo, George Manuel Hazoury, José Ricardo Rojas León and named Jaime David Fernández Mirabal as the members of the Monetary Board. This by Decree 392-18.

He also named Víctor Guillermo Librán Baez as consul general in Havana, Cuba, replacing Cynthia *******, who had been appointed in May 2009 by Decree 371-09.

By Decree 391-18, Medina also named Joan Manuel Alcántara Javier as adjunct attorney general, replacing Sharon Vanessa Cabral Sánchez.

Cuban ambassador recognized for four fruitful years
Foreign Minister Miguel Vargas Maldonado decorated Cuban ambassador in the Dominican Republic Carlos Jesús de la Nuez López for his fruitful four-year term in the country. De la Nuez was decorated with the Order of Merit of Duarte, Sánchez and Mella, great silver cross. Among the achievements he is recognized for are the signing of agreements on trade and higher education.

Vargas Maldonado highlighted the advances made under De la Nuez for the signing of a Partial Scope Agreement that will benefit bilateral trade that is already at around US$80 million a year.

Vargas observed that Dominicans and Cubans share optimism and constant smiling. “Let us call it the contentment spirit that runs through our veins, without distinction of color,” he said. He highlighted the two peoples are always brothers, always solidary in the past, present and he was sure in the future.

Adocine and DGCine ensure legacy of Fernando Báez and Máximo José Rodríguez
The Dominican Association of Movie Industry Professionals (Adocine) in collaboration with the Government Movie Agency (DGCine) announced on Tuesday, 30 October 2018 the start of the permanent lectures in photography direction and documentary at the DGCine installations. The Cátedras Permanentes de Dirección Fotográfica “Fernando Báez” y de Documental “Máximo José Rodríguez”, are named for the late film photography masters Fernando Baez and Maximo Jose Rodriguez.

The lectures seek to guide the emerging talents in cinema, photography and documentary directors through a series of workshops and specialized conferences, explained the president of Adocine, Hans García.

Memorandum signed between Dominican Republic and United States
Foreign Relations Minister Miguel Vargas and the United States ambassador Robin S. Bernstein signed a Memorandum of Understanding regarding official embassy dependents employment. The agreement will allow family members of diplomatic and consular personnel to work in the country, in observance of the laws and the norms of the state. The Dominican Republic has signed other similar memoranda with several countries.

Having signed the memorandum, Vargas explained that the two countries would work together as trusted partners who share values of justice, the rule of law and tolerance. Vargas went on to say that he and Bernstein had a common agenda and that they would deal with any challenges through dialogue and mutual respect.

Bernstein said this was the first agreement she had signed between both governments and was looking to deepen the bilateral relationship.

Foreign Minister Vargas highlighted that the United States is the main trade partner of the country with around US$13 billion in trade each year. In the first half on 2018, exports to the US from the DR increased by 11% over 2017.

Vargas noted that annual remittances were around US$4 billion from the US which was 80% of the total received in the country. Also, approximately 50% of the 13 million passengers using Dominican airports came from the United States.

From 2010 to 2017 American investments in the country surpassed US$3 billion. Finally, 1.8 million Dominicans reside in the United States while around 150,000 US citizens were residents in the Dominican Republic.

Cueva de las Maravillas land to stay in state hands
The Contracts’ Commission for the Chamber of Deputies will present a report critical of the government’s proposal to donate 10,400,000 square meters next to the Cueva de las Maravillas National Park to the Fundación Cueva de las Maravillas, represented by Julio Víctor Giráldez Casasnovas.

According to PRD deputy Héctor Feliz, the commission president, following meetings with the different parties either involved in or impacted by the proposed project, the government has concluded that the land would remain the property of the Dominican state. He added that the report would be sent to the commissions’ department of the Chamber of Deputies before being voted on by the chamber.

Loophole in the Political Parties Law?
An editorial in Diario Libre today observes that the Political Parties Law talks about “simultaneous” carrying out of primaries using the Central Electoral Board (JCE) voting list, meaning at least two parties need to choose this modality for it to happen. The editorial makes the point that while the ruling political party, the PLD, this week became the first political party to file its intention to carry out the open simultaneous primaries, it is not known which other political party will do the same. The largest opposition party, the PRM, has said they will use their own voting list of PRM members.

The Political Parties Law establishes that the parties need to pay for these from the funds they receive from the Central Electoral Board. The Diario Libre editorial speculates that political parties may decide not to go with the open primaries modality because of its high cost. The parties have until 6 December 2018 to communicate their methodology for candidate selection to the Central Electoral Board.

The Political Parties Law authorized political parties to choose the modality for their selection of their candidates, opening up the possibility to choose these with open primaries or even polling.

Back to normal in the Cibao after strike
The northern region of the country returned to normalcy yesterday, Tuesday 30 October 2018, following a 24-hour strike that disrupted daily life. The strike was supposedly held to protest high fuel prices and prices of basic good as well as high crime rates and government corruption. Traffic began to flow normally again in the early morning and schools reopened. The strike affected 14 provinces and there were stand offs between police and demonstrators who burned tires and threw garbage onto public roads. In some cities commercial properties were looted.

The Popular Front (Falpo) called the strike a success, maintaining that 95% of public transport was paralyzed as well as schools and commercial activity.

Trial continues in Emely Peguero case
On Tuesday 30 October 2018, a San Francisco de Macorís court continued with the trial against Marlon and Marlin Martínez, accused of the murder of teenager, 16-year old Emely Peguero. The lawyers of 21-year old Marlon Martínez asked for a five-year jail sentence for abortion and involuntary homicide and RD$3 million in compensation to the parents of Peguero for their client when presenting their final statements. As an alternative, they say he should receive at most 10 years in jail for voluntary homicide. On Wednesday, the case continues with the defense of Marlon’s mother, Marlin Martínez, who is accused of being an accomplice in the murder.

The body was found on 31 August 2017, inside a suitcase in the La Guama community in the municipality of Cayetano Germosén, in Moca, Espaillat province, several days after she was reported as missing. Marlin and Marlon had called a press conference days before to call for her return, despite their knowledge of the decease of the 16-year old. Peguero was pregnant with the child of Marlon.

The Prosecution is asking for a 30-year jail sentence for Marlon Martínez and 20 years in prison for his mother Marlin Martínez. These are the maximum sentences allowed for murder and accessory to murder.

Prosecutors say all to be charged in Yuniol Ramírez murder case
The Public Prosecution Service have clarified that they will not withdraw the charges from any of those accused in the case of the murder of lawyer and university professor Yuniol Ramírez. The Public Prosecution Service said that on the contrary they seek to strengthen the case and present solid evidence to back the charges against the suspects.

The declaration was made after the lawyers for the victim’s family complained that the Public Prosecution Service would not be filing charges against the former director of the Metropolitan Office of Bus Services (OMSA), Manuel Rivas, and others contained in the file. Manuel Rivas is a high-ranking member of the ruling PLD party.

They said that Attorney General Jean Rodríguez had ordered more specialized prosecutors be involved to strengthen the case and provide more evidence so that a just conclusion would be reached that would punish those involved in the crime just as the family of the victim and society have hoped for.

Those accused are OMSA director Manuel Rivas, José Mercado Blanco (El Grande), treasurer of OMSA, colonel Faustino Rosario Díaz. In addition Heidy Carolina Peña, wife of Argenis Contreras, who is accused of being behind the murder and currently is awaiting an extradition order in the United States. Also, Lucas Tobías Ortega Duarte, Víctor Elizander Ravelo Campos (El Herrero) and Jorge Luis Abreu Fabián.

Hashish haul
The National Drug Control Agency (DNCD) has announced the confiscation of five kilos of hashish during a raid on a home in Alma Rosa II sector in Santo Domingo East. Four Dominicans and a Dutchman were arrested in the operation. The identities of those arrested have not been released. The drugs were found in one of the bedrooms of the home and it is assumed that those arrested are part of a drug distribution network. As well as the drugs, also confiscated were two vehicles, cash, cell phones and other evidence.

Rains and cool temps forecast for the north coast
Onamet is forecasting rains for the north coast, not so for the southeast and east. Reportedly, the rains will be caused by a frontal trough and will happen in Puerto Plata, Montecristi, Santiago Rodríguez, María Trinidad Sández and Valverde. Cool temperatures will be felt. The forecast is for occasional showers in the afternoon for Santo Domingo, San Pedro de Macorís, La Romana, La Altagracia (Punta Cana), San Cristóbal, Azua, Peravia and others.
