Migration, aviation and trade & investment agreements signed with Uruguay
The foreign ministers of Uruguay Rodolfo Nin Novoa and Miguel Vargas for the Dominican Republic announced the signing of three agreements on migration, aviation and trade and investment on Monday, 12 November 2018 at the Ministry of Foreign Relations in Santo Domingo. Present for the signing agreement were Uruguay Ambassador Álvaro Gallardo, and Luis Ernesto Camilo, president of the Dominican Civil Aviation Board (JAC).

Foreign Minister Miguel Vargas said the aviation agreement formalizes commercial aviation relations between both countries. The Memorandum for Understanding for the Promotion of Trade, Investments and Productive Linkages calls for creating a joint council to promote cooperation in these areas. The Memorandum of Understanding for Cooperation on Migratory Flows reaffirms the joint will to combat trafficking of persons and migrants, strengthening the work group with capacity to analyze migratory flows between both countries.

The ministers also announced that as of 1 January 2019, Dominicans that have a US or Schengen visa do not need to apply for a visa to travel to Uruguay. Likewise, new family reunification admittance measures will now facilitate travel for Dominicans that are related to relatives that are legal residents in Uruguay.


Three Dominican consulates in China
The Dominican Republic signed for full diplomatic relations with the People’s Republic of China on 1 May 2018 in Beijing. A Source told Listin Diario that the Medina administration will be opening three consulates in China to meet Dominican citizen needs. The first will open in Shanghai. Other consulates would be located in the capital city of Beijing and in Guangzhou in southern China, from where most Chinese that live in the Dominican Republic are from. Guangzhou is the third largest Chinese city.

During his first official visit to China earlier this month, President Danilo Medina opened the Dominican Embassy in Beijing with Briunny Garabito Segura named the first Dominican ambassador to China.

City mayor hosts fair for entrepreneurs, announces contest
National District Mayor David Collado inaugurated the 6th Fair for Entrepreneurs of the Dominican Republic. The objective of the Fair is to encourage the sharing of innovative business ideas from young people and entrepreneurship. During the opening ceremony, Collado was accompanied by United States Ambassador Robin Bernstein, and many business people, including José Luis (Pepín) Corripio Estrada, Ligia Bonetti, Pedro Brache and Campo de Moya.

During the activity, held at Downtown Center, David Collado said that 50 young people would have the opportunity to exhibit their products free of charge over two days, and a jury would decide which one would be named “Entrepreneur of the Year”.

At the end of the fair the first three prizewinners, will receive RD$300,000, RD$250,000 and RD$200,000, respectively. The prizes were donated by a generous grant from the Corripio Foundation.

New Sansouci port head announced
The president of the Sansousí Port of Santo Domingo, Lisandro Macarrulla announced that Gabriel Rodríguez Pereyra has been named the port’s executive director. His predecessor, Jaime Castillo, was recently recruited as director worldwide port operations for Royal Caribbean Cruises Line in Florida.
Rodríguez Pereyra has held positions in several multinationals with operations in the Dominican Republic, including a most recent chief financial officer at Falconbridge Dominicana. Macarrulla said that he would strengthen the promotion of the port and tourism in the city.

The Sans Souci Port is privately owned and serves the cruise market, the San Juan, Puerto Rico to Santo Domingo ferry as well as cargo operations.

Kidnapping at the border
Media in the Dominican Republic exploded yesterday with the news story that well-known cardiologist Pedro Ureña had been held up for several hours by a crowd of 50-100 Haitians armed with stones, knives and machetes on Saturday, 11 November 2018. He was traveling with a group of motorcyclists along the Carretera Internacional (“no man’s land”) that divides Haiti and the Dominican Republic. He was traveling on the Dominican side of the mostly dirt road. He said they frequently had made the same trip and this was the first time he had been assaulted. They were making their way from the south to Puerto Plata along the border roads. They had started in Pedro Santana.

Once released, the physician contacted El Sol de la Mañana and reported on the scary incident. He said the Haitians created a fire obstacle on the road and then assaulted them taking their motorcycles, keys and cell phones. The men – Dr. Pedro Ureña, Oscar Valiente, Dr. Luis Cordero, Diego Cordero and Oscar Valiente, Pedro Ureña, Luis Andrés Cordero, Diego Cordero, Yoni Aquino, Gilberto Ureña and Juan Manuel Anico.-- were retained with other Dominicans that had been assaulted for around three hours.

One of these told them not to speak, to keep their helmets on and pretend they were Americans. The Dominicans then told the Haitians that the new group was one of Americans and hence they were let free. Urena said the Haitian assailants returned their belongings. The Dominican urged that the doctors tell the story when they got back to Santo Domingo. Apparently, this is a frequent situation that has not been addressed by those responsible for border security.

Dr. Ureña said he felt sad and indignant. He was especially perplexed that two Dominican army men observed but did not do anything to help them. The men argued they could not use force by themselves and in the area there was no telecom signal to request help. They argued the Haitians committed the theft because one of them had had his motorcycle confiscated in Dajabón, a main border town. Dr. Ureña said the event took place in La Palmita, around 25 kilometers south of Restauración.

Dr. Ureña says this is an unacceptable situation. He said the other Dominicans had been there for hours, waiting in resignation, suffering these same experiences every now and then. In none of the situations do the military intervene, he said. "We were lucky that we passed for Americans, and they returned all our belongings and let us go," says Ureña. "But, and those who live there? Why do they have to give up everything, why do they have to accept their cow is stolen, their vehicle taken, their motorcycle stolen?” he asks. With indignation, he said the Haitians only have to cross to the other side of the border and there is no way they can be reached.

"Here things have to change. Our border has to be a real border. There must be a military presence," explains the cardiologist. "You have to do something different, what is happening does not work," says the doctor.

Back in Santo Domingo the physician said: “What is most shameful for me is that I had to say I was an American to be let go, because if I said I was Dominican I would have been kept. In my country I had to pretend to be a foreigner to get out. That was the drop that made the glass overflow,” he said. He said he left another 10 Dominicans, including one who was transporting cows in a truck, and others in a pick up. He said when they got to Dajabon he heard the group was also let go.

Defense Minister Rubén Darío Paulino Sem has ordered an investigation into the kidnapping of the group by the Haitian mob on a border road within the Dominican Republic.

He said that he had called the doctor to hear his version of events and to understand the circumstances leading to the lack of assistance by Dominican soldiers stationed in the area. US Embassy issues travel restrictions following the kidnapping
The United States Embassy in the Dominican Republic has announced the restriction of routine travel to Haiti by employees of the United States government, due to concerns about the levels of security in Haiti. The US recommends that its personal consider travelling by air to Haiti rather than by road. In addition, the US embassy in Port au Prince has announced a travel restriction for its personnel of a 15-mile radius of the capital for security reasons.

A series of murders in drug case
Eight people have been murdered, all linked to the legal case against the supposed drug dealer, Jesús Pascual Cabrera. 15 individuals are being prosecuted in a new chapter of the Cabrera case that has been postponed seven times. Judge Franchesca Silvestre, withdrew from the case last week.

At the end of August, a group of military and police agents from the National Drug Control Agency (DNCD), shot 23 year old Junior Sosa Valdez, and 29 year old Francisco Javier Camacho, alias Javielito, who were accused of being part of a criminal gang that had carried out multiple assassinations .

The group is accused of killing César Alexander Sánchez Ortiz (Caballón), Lalane Antonio Camacho Castro, Juan Francisco Piña Mateo (Francis Boutique), José Bienvenido Marte Mercedes and José Mir Paulino (Lenny), which adds up to eight people with the latest violent death of 27 year old Robelín Peña Guerrero, who was on the run and accused of four murders and having shot at the car of the Major League baseball player, Fernando Abad.

One of the murders is thought to be that of the lawyer, Santos Cedeño, which happened two weeks previously when he was shot inside his vehicle while waiting for his son to come out of college. Robelin is also suspected of the murders of Sammy Rafael Báez Obispo, Alexis Montás Guerrero (El Primo or El Menor) and Juan Francisco Piña Mateo (Francis Boutique).

Concern at number of extrajudicial executions
The National Commission of Human Rights has said that with the death of Rubén Darío Hipolite Martínez (Moreno 27), killed inside his apartment last Friday, 9 November, by police officers, while children were present, there have been 10 extra judicial executions by Police agents over several months.

The Commission president Manuel María Mercedes condemned the incident saying it was more evidence of the culture within the police and also criticized the fact that those investigating the case were also members of the police hence they lacked credibility.

Police spokesman, Colonel Frank Félix Durán Mejía, said that four agents had been suspended and were under investigation and that the investigation commission was headed up by the director of Internal Affairs, General Héctor García Cuevas.

He said that the deceased was being sought in connection with the wounding of the ex Dominican Navy spokesman, Colonel Augusto Lizardo and his five year old son, last May.

Pythons owner arrested, lioness seized
The Attorney General Office announced the seizing of 58 wild animals that were kept in a ranch in northwestern Santiago Rodríguez. The operation follows the seizing of two reticulated pythons last week when they were being transferred on the highway from Valverde to Santiago. Silvio Gerónimo Alcántara Liberato, owner of the animals, was arrested for the keeping of 58 wild and domestic animals without authorization. These include a female lion, a tucan, a monkey, and a dead crane. Alcantara is accused of violating the Ministry of Environment Law 64-00 and Arts. 14 and 16 of the Dominican Constitution.

Heart society says obesity is a health epidemic in DR
The World Health Organization says that 60% of the Dominican population is overweight. The Dominican Society of Cardiology is alerting to the health consequences on occasion of the Global Obesity Day. The physicians say obesity is a global epidemic that is curtailing the emotional and physical well-being of too many in the Dominican Republic. Dr. Claudia Almonte, president of the Dominican heart society said most of the patients 15-59 years old they are seeing are overweight.

Possible tropical storm or hurricane en route
The director of the National Meteorological Office (Onamet), Gloria Ceballos says her department is closely monitoring the path taken by a tropical wave that is moving westward to the Caribbean. If the storm strengthens, it could be named Patty.

Ceballos says that it has a 70% chance of developing into a tropical cyclone within the next five days and there is a possibility it could affect the east and north of the country.

According to the United States National Hurricane Center, in the next day or so it will be known whether the wave will develop into a storm or not. The NHC says that the strong tropical wave is located about 200 miles east of the Leeward Islands and is producing a large area of disturbed weather over much of the western tropical Atlantic Ocean. The NHC says that environmental conditions are forecast to gradually become more conducive for the development of a tropical depression or a tropical storm during the next day or so.

NHC reports on 12 November 2018: “The disturbance is forecast to move westward to west-northwestward for the next few days, passing near or north of the Leeward Islands, Puerto Rico, Hispaniola, and the southeastern Bahamas. Interests in these areas should closely monitor the progress of this system.”

Toque Profundo rock concert on 23 November
Casa de Teatro in the Colonial City announces that “Toque Profundo” is booked for a concert on Friday, 23 November 2018. The rock group has been playing for almost 30 years now. It will be a night of nostalgia. They will be presenting songs from their “Magia” album released in 2002 and that is considered their best work. Several popular songs resulted from that album, including “Tabaco y Ron” by Manuel Larroche and turned into a hit by Fernando Villalona. Also “Ángel ciego”, “Acertijo”, “El Cristo del retrovisor” and “El viaje”.
