DR will not sign Global Compact for Migration
The Dominican government announced it is pulling out from the signing of the Global Compact for Safe, Orderly and Regular Migration, responding to major rejection for the agreement nationwide. The Global Compact is being promoted by the United Nations as the link between migration and development policies.

The announcement was made by legal advisor to the President, Flavio Darío Espinal, speaking at the Presidency. He said the country would not participate in the upcoming Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration to be held 10-11 December 2018 in Marrakesh, Morocco.

A committee of experts had reviewed the government’s initial decision to sign after pressure to not sign reached a high level. Espinal announced that the government determined that the signing would generate commitments to the Dominican state that could undermine its ability to enforce its migration rules and effectively implement the migration policies that compliance with those standards requires. Espinal said that the implementation of a pact of that nature, for what it involves and for the implications it has, requires a basic consensus in the Dominican society that he said does not seem to exist in the current circumstances.

Migration experts had said that the pact that would create a new paradigm for mass migration, raising migration to the level of a human right. This analysis alarmed many politicians, business representatives and even many Dominican citizens causing a generalized backlash in rejection of the signing in Marrakesh.

Most Dominicans learned about the pact only recently, after the El Pais newspaper reported that several countries would not sign over concerns of national security. The United States was one of the countries that had announced it would be part of the Pact. Other countries that have said have said they will not sign are: Australia, Switzerland, Austria, Hungary, Bulgaria, Poland, Israel, Czech Republic, Slovakia, Italy and Croatia. Like the Dominican Republic, Switzerland and Italy just recently announced they would not be party to the Pact.

Government says it makes heavy investment in border security
According to Defense Minister, Lieutenant General Rubén Darío Paulino Sem, in the last year the Dominican government has invested around RD$10 billion to reinforce the border area. He said that around RD$6 billion had been paid in salaries and social security and the rest are investments in border security.

He highlighted that in February 2018, 50 additional vehicles had been sent to the border, two drones which can transmit images both during the day and at night over a 12 square kilometer area. In addition, new inter-agency checkpoints in Jicomé and Los Pilones have been established.

In October an additional 360 members of the Army were sent to the border area along with motorbikes and last week a frontier patrol began.

Contrastingly, a recent kidnapping of a prominent local doctor, Pedro Ureña and friends on a motorcycle adventure tour on the border, and the comment by two border guards armed with M15 rifles that they could not take action to help the doctor and friends, revealed the incongruities between the billions spent on the border security and the actual security impacts of the investment.

Chinese mission discusses trade deals
Following the mission from the Dominican Republic to China in early November, a delegation from China has come to the country to meet with potential Dominican business customers and vendors. The trade exploration activities are being coordinated by Marius De León from the Center for Export and Investment in the Dominican Republic (CEIRD) with the participation of the Chinese ambassador in the country, Zhang Run and the Chinese delegation headed up by Wang Dongtang, deputy director general of the Department of Foreign Business from the Chinese Ministry of Commerce.

De León said that the meeting was a landmark for the country and similar meetings would take place next year as well, with the hope that Dominican businesses and producers would take advantage of the great opportunities offered by the Chinese market.

He said that at present they were discussing ferronickel and agricultural products such as cacao, tobacco and bananas but in addition, the around 30 Chinese importers were also interested in copper, timber, coffee, rum, foodstuffs, wine, oil and others.

Marius De León went on to say that exports from the Dominican Republic had increased by 10.1% from January to September this year, with agriculture increasing by 5.6% and the biggest growth coming from mining.

He said that by the end of this year the exports of US$10,120 million achieved in 2017 would be superseded and he expected the final figure to be in the region of US$12,000 million.

Chamber of Deputies authorizes loan to pay Christmas wage
The Chamber of Deputies authorized the governmental Banco de Reservas to issue loans for up to RD$1.2 billion to decentralized government entities and non-financial autonomous government entities to pay the 13th Christmas wage to their employees. The authorization covers social security system institutions and city governments. The money had been budgeted by these organizations, but apparently was spent for other purposes.

Too much concentration of local exports
The president of the Dominican Association of Exporters, Luis Concepción, says that exports were up 8.20% in October 2018 when compared to October 2017. But he expressed his concern that 40% of Dominican exports are just minerals, medical devices and apparel. Mining makes up 35% of all non-export free zone exports and 15% of all exports. He said farm products only make up 7%. As reported in El Dia, he called for a robust technical assistance program for local companies.

The future of energy to arrive with floating power plant
Transcontinental Capital (Bermuda), an affiliate of Seaboard Corporation, has awarded a contract for the SCC-800 2x1C SeaFloat barge-mounted floating power plant in the Dominican Republic jointly to Siemens and the marine arm of ST Engineering in Singapore. Siemens is supplying the combined cycle power plant with capacity to generate 145MW and ST Engineering is providing services in engineering design, procurement and construction.

The new mobile floating power plant is called Estrella del Mar III and will be located on the Ozama River in Santo Domingo. It will cost US$100 million and will be powered by natural gas and will enter into operation in 2021. Siemens highlights the enabling of floating power with their latest, highly efficient gas turbine frames.

US asked the Dominican Republic to take the drug dealer
The United States Embassy has revealed to Listin Diario that it was the United States National Security Department that contacted the Dominican Government and asked them to allow the convicted Cuban drug dealer Augusto “Willie” Falcon to come to the country. Falcon had completed a 20-year jail sentence for drug dealing in the United States and arrived in the Dominican Republic on 6 November 2018.

According to Tammy Spicer, public affairs official from the Immigration and Customs Service (ICE) of the United States, Falcon was in the custody of ICE since June 2017 having had a deportation order issued in March of that year, which he appealed, but it was denied.

Falcon did not want to return to Cuba, fearing for his life following his supposed involvement in an alleged plot against Fidel Castro in the 1990s.

The Dominican government had said that Falcon arrived in the country following a request from the United States, which has now been confirmed by the United States embassy in the Dominican Republic.

According to the Minister of Interior and Police, José Ramón Fadul, Falcon is only in the country temporarily and is in the custody of the Department of National Investigations (DNI) awaiting a decision on his final destination. The Dominican government has not given details of the reasons for accepting the convicted felon known best for his building a South Florida empire as cocaine smugglers for the Medellin and Cali Colombian cartels in a deadly drug trade that played out on Miami’s streets.

US Embassy closed for routine services on Wednesday, 5 December
The United States’ embassy has announced that it will be closed on Wednesday, 5 December 2018. Appointments are being rescheduled. The day off is to honor the life and memory of former US President George H.W. Bush. Emergency services for United States citizens will continue to be available including the issue of emergency passports.

Dominican extradited from Colombia
Dominican Geury del Carmen Cruz Bencosme (El Patrón), who is linked to the kidnapping and murder of Rafael Cruz Hernández that occurred in Bonao on 2 February this year, has been extradited from Colombia.

According to the Attorney General’s Office in a press release, he was extradited last Saturday, 1 December 2018, and the prosecution will be looking for one year in preventive custody.
Cruz Bencosme, was wanted by Interpol since last March and is thought to be the person who paid for the contract killing of Rafael Cruz Hernández by members of a group of hitmen who are now in preventive custody for the crime.

They are Carlos Alberto Villavizar Guzmán, Carlos Enmanuel Abreu Ogando, Luis Alfredo Astacio Polanco, Jaykon Rodolfo Cabrera Sánchez, José Amaury Santiago Núñez, Euddy Adinin Roa García and Marcos Alejandro Cabrera.

These men are also accused of the murder of Virginia Veras Rosa, who was reported missing last February.

Dallas man rescued by Coast Guard after boat capsizes near Dominican Republic
A US Coast Guard Air Station Dolphin helicopter crew rescued a boater from Dallas, Texas from a life raft early Sunday morning, 2 December 2018. The rescue happened approximately 30 nautical miles east of Samaná.

The Coast Guard reported that 46-year old Justin Smith survived the incident because he was in possession of technology that enabled rescuers to easily find him after his boat capsized. He survived in a life raft where he had a VHF radio, strobe lights, flares, a life vest, and an EPIRB, which made him highly visible and easy to locate.

The Coast Guard received a Mayday radio transmission from Smith at 3am on Sunday. Smith told them he deployed and embarked his life raft after his 26-foot catamaran capsized and sank while traveling from Fajardo, Puerto Rico, to Samaná, Dominican Republic.

There is a lesson to be learned. "This case demonstrates how being prepared beforehand can save your life,” Lt. Cmdr. Adam Mullin, MH-65 Dolphin helicopter aircraft commander said in a Coast Guard media release.

Arrest made in killing of homeless men
Police officers in Santo Domingo have arrested a man who has confessed to the murder of two homeless men in the Colonial City that took place on the 25 and 28 November 2018. Argenis Cuevas Silva (alias) El Zombi, aged 25, was arrested for the killing by blunt force Ányelo Zorrilla Feliz (alias) El Quemao, on 28 November, and Héctor Lorenzo García, on 25 November.

He was captured following screening of video footage from the security cameras situated in strategic points around the city for the safety of tourists, residents and workers. They captured the moment when he dropped a rock on Zorrilla, while he was sleeping on the pavement. He was also identified by two other people as their partner, who together with them used to rifle through garbage cans and the parks in the area.

Cuevas Silva (alias) El Zombi, admitted to both crimes as supposedly the victims had attacked him two months ago and robbed some tools he had collected to sell.

DR defeats Chile and keeps hopes at making FIBA Basketball World Cup
Playing in Valdivia, Chile, the Dominican Republic defeated Chile 74-65 to keep hopes alive at making the FIBA Basketball World Cup 2019. So far, 10 teams have secured their tickets for China 2019. In the Americas region, Canada, Venezuela, Argentina and the United States have secured spots.

The Dominican basketball team next will play Venezuela on 21 February and Brazil, on 24 February at the Palacio de los Deportes in Santo Domingo. The DR has a record of 6 wins and four losses in Group F, and is the best 4th place team.

Dominicana’s Got Talent coming in 2019
Actress Nashla Bogaert, and producers Gilberto Morillo, Tuto Guerrero and David Maler, are together to present Dominicana’s Got Talent, the local version of the reality show that is aired in 69 countries around the world.
The talent scouting show will be aired from September to December 2019 on Color Vision, Channel 9. There will be 16 chapters of 120 minutes each. Nashla Bogaert will be the host of the show.
