2019 National Budget gets positive vote of legislators
The PLD majority in the Chamber of Deputies again exercised its legislative power and passed the 2019 National Budget as received and with the amendments sent by the Presidency. The budget had been passed already in the Senate. It now returns to the Presidency for signing into law.

The 2019 National Budget is set at RD$921.8 billion. The bill passed with 122 votes in favor and 43 against, namely the members of the largest opposition party, the PRM. The opposition primarily criticized significant public borrowing.

The Chamber of Deputies also approved a bill that authorizes the government commercial bank, BanReservas, to lend to city governments that had not made provisions for the payment of the 13th wage to their employees.

Las Americas Expressway tollbooth expanded to 17 lanes
The director of the Fideicomiso RDVial, Eyla Vargas announced that the renovated toll station is in operation with four new lanes since Tuesday, 11 December 2019. The toll station was expanded to 17 booths, with three rapid pass lanes, a return lane, and one lane to be used only for motorcyclists.

During the announcement, Vargas urged motorists to purchase a rapid pass to improve traffic flow and save time.

The tollbooth is located a short distance west of the Punta Caucedo Port and Las Americas International Airport on the highway that links the capital city of Santo Domingo with eastern tourism destinations.


Senasa affiliates 46% of the population
The government-owned Seguro Nacional de Salud (Senasa) says that the health provider now has an enrollment of 4.6 million persons in its different plans, which is 46% of the Dominican population. Senasa covers 3,588,080 affiliates that are not employed and do not make payments into the system. Senasa also insures 58,586 retired persons. Senasa coverage for chronic diseases is regarded of the best in the country, even for those who do not pay into the system.

Hacienda Minister says government plans to sell Punta Catalina in 2019
Hacienda Minister Donald Guerrero says that the government has plans to sell up to 50% of the shares of the Punta Catalina thermoelectric center that is under construction in southern Peravia province. The Odebrecht-Tecnimont-Estrella consortium is the company charged with constructing the plant.

Guerrero made the statement when visiting Congress prior to the passing of the 2019 National Budget. The Presidency had submitted the National Budget with a chapter whereby it sought the budget to serve as authorization to the Executive Branch to issue and place public debt bonds for up to RD$190 billion and a loan for US$300 million with the Inter American Development Bank to be used as contingent financing for natural disasters within the debt taking contemplated for the 2019 National Budget.

Guerrero said that the bonds would replace a request for authorization for government assets sale without specific congressional approval. The government has valued the thermoelectric power plant at US$2.017 billion. Odebrecht is demanding an additional US$708 million in an arbitration court case heard in New York. The 752-megawatt coal-fired power plant is scheduled to enter into operation in 2019.

November inflation was 1.39%
The Central Bank reports that inflation for the first 11 months of the year is at 1.39%, a decline of 0.35% over the previous month. Inflation is down due to reductions in fuel prices that resulted in negative variations in housing (-1.99%) and transport (-11.19%) indexes. Food and beverages index was up 0.15%. The Central Bank reported that annualized inflation (from November 2017 to November 2018) was 2.37% that is within the 4.0% ± 1.0% range established in the 2018 Monetary Program.

DNCD announces 120% increase for drug fighting agents
The president of the National Drug Control Agency (DNCD), Jose Eugenio Matos de la Cruz announced on Wednesday, 12 December 2018 wage increases of 100 to 120% for the drug control agents starting January 2019. He announced new agents were being hired, 50 new canine units with dogs trained with international assistance, and new helicopters for the service. Matos de la Cruz made the comments when interviewed by journalists during the 17th graduation of Air Force cadets at the San Isidro Air Base.

45 fishermen to be released in January
The Ministry of Foreign Relations announced that the government of Bahamas had agreed to release 45 fishermen that were in jail for alleged infringement of Bahamian waters as of January 2019. The Ministry of Foreign Relations has been assisting the group of 124 fishermen and three boat captains that were arrested in July 2018.

Villa Tapia discovery is methane, not natural gas
Felix Jimenez, president of the National Petroleum Refinery (Refidomsa), said that lab tests of the major gas leakage in Villa Tapia indicate that it is 53% methane gas, not natural gas. The gas leakage occurred after a water well was perforated in a farm in the area. The initial reports are that the gas is not concentrated in sufficient amount for commercial exploitation. Jimenez said that the gas could be the result of contamination by the large number of poultry and hog farms in the area.

Two die in derailment of Central Romana freight train
Central Romana Corporation says that two long-time sugarcane rail operators died when the railroad carrying 24 cars loaded with sugarcane derailed. The cause of the accident has not been reported.

Central Romana identified the fatalities as machinist Daniel de Jesus Payano and his assistant Santo Jean Miroc. Another two occupants of the train were injured.
Central Romana reported that the train conductor Payano had more than 25 years of experience operating the train, and his assistant had been employed by the rail division for more than 16 years. Central Romana said the causes of the derailment are being investigated.

Participacion Ciudadana wants to hear about Dario Contreras overvalued renovation
Participacion Ciudadana, the civic society group, has again publicly requested that Attorney General Jean Alain Rodriguez investigate irregularities committed by the engineering division of the Presidency (OISOE) of the renovations at the Dr. Dario Contreras Trauma Hospital. Participacion Ciudadana says they initially made their request three years ago.

They expressed hope that the case be investigated so as not to leave impugn a case of administrative corruption and violation of Law 340-06 on government procurement, irregularities that had been documented by the government itself. Participación Ciudadana says that Resolution 91/2015 dated 2 October 2015 issued by the Procurement Agency (Direccion General de Contrataciones Publicas) found evidence of serious irregularities and corruption by the Office of Supervisory Engineers of Public Works (OISOE) in the contracting of Consorcio Luxor for the remodeling of the hospital’s interior and exterior and the equipping of the teaching hospital. Among the supposed irregularities was that the tender for the repairs was categorized as “emergency renovations”, which according to Participacion Ciudadana is in violation of the law and an increase of 100% of the cost originally contracted.


Antonio Marte orders Conatra not to transport Haitians
Antonio Marte of Conatra is well known for acting beyond the law at his helm of the powerful transport company. Now he has made known that he has prohibited his affiliated units to transport Haitian nationals, regardless of whether they are legal or illegally in the country.

Marte announced in his Twitter account that the measure is to “avoid inconveniences with Migraiton, the Armed Forces and the Attorney General Office. He said that over the past months, 10 of his buses have been seized by the authorities. He pointed out that his company’s bus drivers are not migration inspectors and should not be responsible to check the validity of the documents of passengers.

He wrote: "To avoid inconveniences with the soldiers, Migration and the whole world, it is forbidden to board Haitian foreigners. Excuse me, our Haitian foreigners. But we cannot continue paying the consequences. We have 10 busses held up. The buses have been kept for eight months. It would seems that the Attorney General is going to eat them up.”

Conatra is the largest beneficiary of transport routes in the country and has imposed their market share with vandalism and violations of the Constitution and Dominican laws throughout the years, with the lenience of Dominican governments.

Luis Dias honored with street in New York
On Saturday, 8 December 2018, a street in Washington Heights in New York City was renamed to honor the late Dominican singer and composer Luis “El Terror” Dias. Dias is known as the father of Dominican rock, and is best regarded for his influence in traditional and alternative music styles in the Dominican Republic.

The street is the corner of 165th Street and Amsterdam Avenue. Washington Heights is known for its large Dominican immigrant population. Dias is always remembered for the catch phrase of the carnival hymn: “Baila en la calle de noche, baila en la calle de día. ”

As reported by Remezcla, the unveiling marked the anniversary of Dias’s death, was an evening of celebration and live music, storytelling and a sense of nostalgia taking place at the Word Up Community Bookshop that is located on the same intersection as the renamed street.

Remezcla recalls that in the 70s and 80s, Días created a sound that was unprecedented in the Dominican Republic. He is remembered for his fusing disparate instruments and styles, pioneering polyrhythms by, for example, playing an electric guitar on a merengue track. A student of Dominican folklore, Días blended traditional genres like bachata, salves, and more with reggae, jazz and beyond in his repertoire, highlights Remezcla.

“Even the professional Dominican musicians would be confused about that and say ‘What? I can’t play this,’ and he just really shook things up,” said his partner Laura Sklar during the presentation. “He considered himself un marginado — on the margins, both culturally, and in class. And it’s all in his music.”

Weekend games will decide who will make the playoffs
he Dominican Winter Professional Baseball Championship ends on 17 December 2018. That means this weekend, the Toros del Este, Aguilas Cibaennas and Gigantes del Cibao will vie for the last slot available. The Estrellas Orientales took the lead of the tournament on Wednesday, 12 December 2018. The two Santo Domingo city teams, the Leones del Escogido and the Tigres del Licey, are tied in second place, just a game behind.

There is speculation the 2018-2019 season could be one that stays on the south side of the island, with teams not having to travel to the northern Santiago and San Francisco de Macoris ball parks given that the two northern teams – Aguilas Cibaeñas and Gigantes del Cibao – would practically need to win all their games to grab the fourth spot from the Toros del Este of La Romana.

Soberano Awards set for the National Theater
The organizers of the Soberano Awards, the leading show business recognition event of the year, announced that the event will take place 19 March 2019 at the National Theater in Santo Domingo. Alberto Zayas was named the producer.
Franklin León for the Cerveceria Nacional Dominicana and Emelyn Baldera for the Asociación de Cronistas de Arte (Acrocarte) turned down the invitation Santiago Mayor Abel Martinez had made for the event to take place at the Arena del Cibao in that city. The organizers chose to continue the event at the National Theater in Santo Domingo where the awards ceremony has been held over the past 35 years.

Daniil Trifonov to play at the National Theater
The National Theater Foundation announces a recital with 27-year old Russian pianist Daniil Trifonov to celebrate the Foundation's 20th anniversary. The concert will be on Thursday, 13 December 2018, at the main hall of the theater at 8:30pm. The event is backed by the Ministry of Culture and the Foundation Sinfonia. Tribute will be rendered to doña Margarita Copello de Rodríguez, president of Sinfonia. Trifonov is a winner of a Grammy Award winner and was the Gramophone's Artist of the Year in 2016.

Christmas at the Parque Iberoamericano
The city government of the National District presents Christmas plays live on Saturday and Sundays in December at the amphitheater of the Parque Iberoamericano next door to the National Music Conservatory. The presentations are free and they are scheduled for 7:30pm on Saturdays and Sundays. The Saturday presentations are “Aladino” and the Sunday presentation is “En Espera del Mesías”. The dates are 15, 16, 22, 23 and 29, 30 December 2018. Go early because there are long lines to get in.


National Youth Symphony Orchestra at Galeria 360
Some of the best emerging musicians will be playing Christmas carols on Saturday, 15 December 2018 in a free concert at the Galeria 360 shopping mall on Av. John F. Kennedy in Santo Domingo. The free performance is sponsored by Mejía Arcalá importers. The concert will be performed from the central lobby of the shopping center as of 6pm on Saturday, conducted by Maestro Alberto Rincón.
