Work begins to improve mining and distribution of larimar
The Ministry of Energy and Mines has announced it is working with representatives of associations and small mining cooperatives to coordinate actions to improve the exploitation of larimar, the semi-precious stone that is only found in the Dominican Republic.

The first meeting was announced between Energy and Mines Minister Antonio Isa Conde and the associations and cooperatives, following the executive order that instructed the Ministry to regulate the exploitation, permitting, processing and export of larimar and amber. Isa Conde said that they would be exploring how to improve levels of security, improve productivity are improve the working and living conditions of miners as well as how to increase the economic benefits for the communities where the mines are located.

Larimar is only found in a specific area, mainly the mine at Los Checheses-Los Chupaderos, around ten kilometres from Barahona in the southwest of the country. Since 1975, around 500 miners have worked in the mines to extract the mineral. It is estimated that 200 artisans work to transform the stone into jewellery and ornamental pieces.

Minors travel permit now available online
Families this year have it easier. As of late last year, the Migration Agency has enabled online facilities for the issuing of the travel permit for minors traveling without both parents. The permit now can be issued online, payment by credit or debit card is allowed, and the final permit can be printed online.

Renew your driving license on time or pay a fine
Since November 2017, persons with expired driver’s licenses are required to pay not only the cost of renewal, but also a fine that is the cost of renewal multiplied by the number of years the document has been out of date.

Each day, the Driver’s License Office at the National Institute of Terrestrial Transit and Transport (Intrant) receives and services dozens of drivers who have failed to renew their licences. The Intrant says they have seen many cases of people having to pay fines of RD$10,000 and RD$15,000 to renew their license as it has been between 10 and 15 years since they last renewed.

The normal cost of renewal is RD$890. Those letting their licenses expire for three years in addition to the penalty have to sit for an hour long educational talk that adds an additional RD$550 to the renewal cost.

Venezuelans have highest number of residencies
The most numerous number of foreigners in the country are Haitians. But statistics indicate that the first place in securing legal residencies last year went to Venezuelans.

According to the Migration Agency, in 2018, the country granted 16,709 residencies of which 2,675 went to Venezuelan nationals. In second place were Haitians with 1,922, followed by United States nationals with 1,672 and surprise, Chinese nationals, with 1,485.

According to the National Immigrant Survey (ENI 2017), some 87.2% of the 570,933 foreigners in the country are from Haiti, and up to 2016 they were in first position in the national list of issued residencies, with 2,790 issued whereas Venezuelans were in second place with 749.

According to the Center for the Observation of Migration of Social Development in the Caribbean (OBIMCA) by 2017, the number of Venezuelan residencies issued increased to 1,748 and for Haitians it decreased to 964.

Residencies to all foreigners over the last five years have increased from 4,704 in 2013, to 14,485 in 2017. Those countries whose numbers of residencies have increased include Spain, United States, Venezuela, Colombia, Cuba and Italy.

Fidel Santana of Frente Amplio says big money is again bait for re-election votes
Fidel Santana, president of the Frente Amplio, and an elected legislator, says that the PLD partisans to President Danilo Medina are on a re-election offensive to amend the Constitution to allow a second re-election of President Medina in the 2020 general elections. As reported, in Acento, Santana says that those who want to stay in power are tempting legislators with cash offers, offers of a luxury apartment, luxury vehicles and other gifts.

“Believe what I am saying, because I have not dreamed it up. That is what is moving around in the Congress of the Republic. There are PLD directors that have spoken of RD$35 million in bank deposits, it is the same people of the PLD that have denounced that,” he says, as reported in Acento.

The PLD is divided among those that want to amend the Constitution to legally enable the reelection of President Medina, and those that back former President Leonel Fernandez, the highest ranked candidate for the PLD, according to leading polls, if Medina does not run for President. Medina would need the votes of these legislators to push through the modification of the Constitution.

Santana stressed that when President Medina has wanted something passed in Congress, this has happened fast. When interviewed by journalist Elvis Lima for Fuera de Record, Santana said that even if Medina achieves the amendment of the Constitution, this does not necessarily mean he will win the re-election bid.

"Danilo has very effective and talented people who are setting the stage for the president’s bid for re-election. What's more, this crusade is so hot that Congress seems like a financial institution offering certificates of deposit, and on the other hand it looks like a dealer offering cars and SUVs, or a real estate agent offering apartments, "he insisted.

JCE says 18,843 children born to non-resident foreigners
The Central Electoral Board (JCE) says that in 2018, 18,843 children born to foreigners who are not legal residents were registered in the Foreigners Book (Libro de Extranjeria) that is available at hospitals in the Dominican Republic. This is 3,162 more than the 15,681 that were registered in the same books in 2017. In past years, 80% of those registered were born to Haitian mothers.

Nevertheless, a report by the National Health Service (SNS) reveals that as of 13 December 2018, of 12,788 births to foreigners from January to October 2018, only 6,690 had been inscribed in the Libro de Extranjeria of the different hospitals. The registration requires that the mothers inscribe their children. The mothers then receive documentation that is proof that the child was born in the Dominican Republic.

"The Central Electoral Board considers this fact of underreporting as the exclusive responsibility of foreign mothers," says the institution, responding to inquiries made by the Listin Diario. The Libro de Extranjeria was incorporated in 2007 in compliance with General Migration Law 284-04. The JCE says that from October 2007 through 2016, 45,127 births of non-resident foreign mothers in Dominican territory were registered.

Dominican Armada frustrates illegal voyages
In the last 48 hours, the Dominican Armada has stopped seven illegal journeys to Puerto Rico and arrested dozens of people. The operations were carried out by the Armada in coordination with the United States Coast Guard for those in the Mona Channel, and those close to the Dominican coast, by the Armada alone.

According to the Commander General of the Armada, Vice Admiral Emilio Recio Segura, there has been a significant increase in the number of illegal voyages.

Bani drug sales point where Colonel was murdered, was subject to multiple raids
The National Drug Control Agency (DNCD) acknowledged its inefficiency when it announced on 14 January 2019 that it had raided the drug sales point where Colonel Daniel Ramos Álvarez was assassinated around 20 times. The last raid on the drug sales point was on 20 December 2018.

The information was provided by DNCD spokesman, who also said that at the same time on each occasion they were looking for the supposed head of the operation, a man known as Rafael Antonio Díaz alias Buche.

With respect to the statements made by Senator Wilton Guerrero, who said that the murder of the colonel was as a result of collaboration with the DNCD, he said that none of the legislators had made any such complaints to the DNCD and reminded that anyone could make complaints via the Republica Digital platform.

Senator Guerrero complained that the DNCD agents were the ones protecting the drug dealers in Bani, including providing intelligence to the authorities, spying on Colonel Ramos and what he was doing to fight drug dealing and control the drug sales points and passing this information onto the criminals.

Ramos Alvarez was murdered in an incident in which video evidence shows that two policemen who accompanied Alvarez abandoned him right after he was first injured.

Drug trafficking calls the shots
Former National District attorney, Unibe law school dean, and Al Pais presidential candidate Guillermo Moreno complains in an op-ed page in Diario Libre on 14 January 2019, that the evidence in the killing of colonel Daniel Ramos Alvarez and statements by Peravia senator Wilton Guerrero of Police and National Drug Control Agency complicity with drug traffickers would have created an upheaval in any civilized country, but not in the Dominican Republic.

“The widespread penetration of drug trafficking operations and impunity that operates in the country can only be explained because of the complicity of official civilian and military sectors in these crimes,” writes Moreno. He highlights the frequency of drug shipments arrive and in which almost never is the local capo mentioned. He recalls that the cases of Quirino, Figueroa Agosto or Arturo del Tiempo as evidence that the drug traffickers operate at the highest level of godfathers.

Moreno laments that while two decades ago drug consumption was limited to the wealthy, a 2016 survey revealed that there are around 300,000 teenagers ages 13 to 14 that are drug consumers, and to pay for their addiction have joined the distribution networks.

He says the authorities have repeatedly stated there are around 40,000 micro drug points, that is evidence they know where these are located, who operates them, but take no actions to dismantle the operations.

Cocaine haul in Barahona
The National Drug Control Agency (DNCD) seized 108 packages of cocaine on the coast in the province of Barahona. The DNCD, together with support from the sea, air and ground forces, carried out the operation off the coast of San Rafael in the municipality of Paraiso, and followed the occupants of the boat which was presumable abandoned. During the operation, four men were arrested, three Dominicans and a Colombian and other gang members are being sought.

In another case, 10 packages of cocaine were found in a suitcase at the International Airport of Las Americas and the security cameras are being checked to establish the owner of the suitcase.

Gang shoot out leaves three dead
On the night of Sunday, 13 January 2018, three people died and several others were injured during what is thought to have been a clash between rival gangs. The victims were identified as Henry Cruz, Gerald Carrión and Manuel Henríquez. The incident occurred in the Simon Bolivar sector, at the intersection of Nicolas de Ovando Avenue and 30 May at around one in the morning. All of those killed and injured had been shot. According to witnesses, this type of incident is not usual in the area and that one of the deceased was a known criminal.

National ombudswoman inconvenienced by grandchild
22 young people are accusing the grandson of the country’s ombudsman of fraud for more than RD$25 million. On Monday, 14 January 2019, the grandmother of the accused offered compensation to the alleged victims of the fraud, but the offer was not rejected and the case will go to court, as reported in Diario Libre.

The 22 young people met with the National District prosecutor Rosalba Ramos to formally file a complaint. In their testimony, the victims spoke of the pyramid scheme that cost them the money and their efforts to try to reach an out of court settlement. Ombudswoman Zoila Martinez was present at the meeting. Lawyer Nicanor Vizcano is representing six of the alleged victims who are accusing Haresh Medina, grandchild of Zoila Martinez of committing fraud.

As reported, Haresh Medina had asked his friends (aged 19 to 25 years) for the money promising to return it in a short time. However, he never returned the cash.

German motorcyclist killed
On Sunday, 13 January 2019, a German man died in an accident when his motorcycle was hit by a car on the Sosua-Cabarete road in Puerto Plata. The victim was identified as Egon Gutberlet, who was driving a Harley Davidson motorcycle near Playa Laguna when he was hit by a car apparently travelling at a high speed. The driver has not been identified.

Two dead and four injured in oil recycling plant
The boiler of the vehicle oil recycling plant, Cerantra, in Nuevo Horizonte of Los Alcarrizos, Santo Domingo West, exploded on Monday, 14 January 2019 at around 3pm, killing two, and injuring four persons. The victims were identified as 32-year old Juan Manuel Aracena, who died on the site, and 48-year old Francisco Suero who died when taken by ambulance to the Dr. Ney Arias Lora Trauma Hospital. The injured are 24-year old Franklin Martinez Romero, 51 year old Freddy Antonio Peña, 48-year old Rodolfo Fuente and 36-year old Agustin Lunquer who were interned at the Dr. Ney Arias Lora Trauma Hospital.

Which team will match the Estrellas in the playoffs?
The Leones del Escogido and the Toros del Este will play starting 7:15pm at the Quisqueya Ball Park in Santo Domingo to decide which of the two teams will match the Estrellas Orientales in the 2018-2019 Dominican Professional Winter Baseball Championship playoffs. The extra game was scheduled for the Quisqueya Ball Park to decide the tie between the two teams.

The playoffs then start on Thursday, 17 January 2019 at the Tetelo Vargas Ball Park, home to the Estrellas Orientales that won the regular season and the first slot in the playoffs. The Estrellas seek to break the curse that has kept them from winning the championship for the past 50 years, despite making the playoffs on 17 occasions. The Estrellas seek their third championship. They have not won since the 1967-68 season, exactly 50 years ago.

Juan Carlos Ozuna Rosado, the Puerto Rican reggaeton and Latin trap singer, is booked for a performance on Easter Saturday at Altos de Chavon amphitheater. The concert will be on 20 April 2019. Ozuna is of Dominican descent. His father is a Dominican. He has won two Billboard Music Awards and three Telemundo Latin American Music Awards
