Good Morning, Does any one know how to obtain the "Certificado de Naturalización, emitido por el Ministerio de Interior y Policía (en sobre sellado y lacrado)" ? My buddy has a cedula through his Mother and has voted here twice but when he went for a passport they said that among other things he needed this.
